March 5, 1974DEPARTMENT ORDER NO. 002-74In accordance with the Memorandum Agreement between the Philippine Constabulary and this Department governing the issuance of clearance from this Department as one of the conditions for granting to security and investigation agencies renewal permits or new licenses to operate by the Philippine Constabulary, the following rules and regulations are hereby promulgated:1. All heads of regional offices, sub-regional offices and provincial offices are hereby authorized to receive and process applications for clearances in a form to be prescribed by the Secretary of Labor from security and investigation agencies operating or intending to operate within the territorial jurisdiction of the appropriate offices. digest2. Upon receipt of the application for clearance, the head of office shall immediately cause to be verified:a. Whether the agency has any record of violation of labor laws; if so, whether such violations have been corrected or rectified.b. Whether there exists a final decision or award on labor relations case or workmen's compensation case rendered against the agency; if so, whether such case has already been settled or...
