- Engage in pioneering industrial, agricultural, or other enterprises necessary for socio-economic development, either alone or in cooperation with private entities. Social and service-oriented projects require President's approval on NEDA's recommendation. (Section 5e)
- Advise, cooperate in, or undertake relocation or resettlement of affected populations. (Section 5f)
- Report annually to NEDA and the President on progress, social and economic conditions, problems, targets, and recommendations. (Section 5g)
Powers and Functions (Section 6):
- Acquire, lease, hold, mortgage, sell, or dispose of personal and real property. (Section 6f)
- Exercise the right of eminent domain, with titles acquired in the name of the Republic of the Philippines and later transferred to the Authority. (Section 6h)
Capitalization and Operating Expenses (Sections 7 and 8):
- Authorized capital of 300 million pesos, fully subscribed by the Republic of the Philippines. (Section 7)
- For social and service-oriented projects, the Board may appropriate from the revolving fund, and the National Government shall reimburse the Authority. (Section 7c)

Bond Issuance (Sections 9, 10, and 11):

- NEDA, in consultation with the Monetary Board, shall prescribe the terms and conditions of bond issuance, placement, sale, servicing, redemption, and payment. (Section 10)
- Bonds may be payable in Philippine currency or readily convertible foreign currency and are receivable as security in government transactions. (Section 11)
Tax Exemptions and Sinking Fund (Sections 12 and 13):
- The Authority and its subsidiary corporations are exempt from all taxes, fees, imports, and duties, except after transfer of ownership to the private sector. Bonds are also tax-exempt. (Section 12)
- A sinking fund shall be established under the custody of the Central Bank to redeem bonds at maturity, with contributions and investments determined by NEDA and the Monetary Board. (Section 13)
Board of Directors (Sections 15, 16, 17, and 25):
- The Board consists of seven members appointed by the President, with a designated Chairman. The President may designate the General Manager as Acting Chairman. (Section 15)

AMENDING CERTAIN PROVISIONS OF REPUBLIC ACT NUMBERED THIRTY HUNDRED AND THIRTY-FOUR ENTITLED "AN ACT CREATING THE MINDANAO DEVELOPMENT AUTHORITY, PRESCRIBING ITS POWERS, FUNCTIONS, AND DUTIES, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES"
WHEREAS, it is a declared policy to promote and accelerate the socio-economic growth and development of the Mindanao region;
WHEREAS, in pursuance of such policy there is an urgent need to strengthen and extend over-all support to the Mindanao Development Authority to enable it to meet the implementation requirements of its expanding programs and activities in its area of responsibility;
NOW, THEREFORE, I, FERDINAND E.
