PRESIDENTIAL DECREE No. 273 August 14, 1973

AMENDING CERTAIN SECTIONS OF REPUBLIC ACT NUMBERED SIXTY-ONE HUNDRED ELEVEN OTHERWISE KNOWN AS THE "PHILIPPINE MEDICAL CARE ACT OF 1969"

WHEREAS, actuarial studies that the Health Insurance Fund of Program I of the Philippine Medical Care Plan has a sizeable reserve after settlement of all claims against it;

WHEREAS, such Health Insurance Fund reserve permits an increase in the extent and scope of benefits of the beneficiaries of the Plan;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, as amended, do hereby order and decree, that:

Section 1. Section 5 (d) of Republic Act Sixty-one hundred eleven, otherwise known as the "Philippine Medical Care Act of 1969," is hereby amended to read as follows:

Summary of Presidential Decree No. 273

Amending Certain Sections of Republic Act No. 6111 ("Philippine Medical Care Act of 1969")

- Authorizes actuarial studies to determine contributions and extent/scope of benefits (Section 1, amending Section 5(d))
• The Commission shall increase benefits when resources permit, without additional contributions.

- Increases special charge expense benefit to 150 pesos (Section 2, amending Section 13(b))
• Covers charges like laboratory fees, drugs, x-rays, etc.

- Revises surgical expense benefits (Section 3, amending Section 14)
• Surgeon's fees: up to 50 pesos for minor operation, 150 pesos for medium, 350 pesos for major.
• Anesthesiologist's fees: up to 20 pesos for minor operation, 40 pesos for medium, 60 pesos for major.

- Repeals or modifies inconsistent laws (Section 4)

- Benefits effective July 1, 1973 (Section 5)

- Immediate effect (Section 6)
