Fund for Rehabilitation, Betterment and Improvement (Section 4):
- Balance of Highway Special Fund after deductions allocated for rehabilitation, betterment and improvement of:
-- National highways (40%)
--- Priorities: 1) Rehabilitation, 2) Temporary bridge replacement, 3) Betterment of existing roads, 4) Improvement to higher class
-- Regional projects (30%)
--- Same priorities as national highways
--- Regional Director determines priority if multiple projects have same priority
-- 14% for final design engineering and supervision
-- National-aid, provincial, city and municipal roads (30%)
--- Same priorities as national highways
--- Provincial/City Engineers submit programs to Commissioner of Public Highways for approval
Designation of Provincial, City or Municipal Roads (Section 5):
- Within 120 days, provincial boards/city/municipal councils designate existing unabandoned roads for maintenance aid
- Respective engineers prepare maintenance program and estimates
- Upon approval by Commissioner of Public Highways, local governments appropriate funds based on formula in Section 8
- Commissioner releases national aid upon receipt of certificate of availability of local funds
Supervision and Control of Projects (Section 6):
- All projects financed by Highway Special Fund under direct control and supervision of Bureau of Public Highways
- Local projects financed by Highway Special Fund under direct control and supervision of local governments
- Bureau of Public Highways sets maintenance standards, planning requirements and control procedures
- Bureau inspects financial accounts, works records and maintenance works of local authorities

PRESIDENTIAL DECREE No. 130 July 1, 1973
AMENDING CERTAIN SECTIONS OF THE REVISED PHILIPPINE HIGHWAY ACT ADOPTED AND DECREED UNDER PRESIDENTIAL DECREE NUMBERED SEVENTEEN AND FOR OTHER PURPOSES
I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander- in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, as amended, do hereby order and decree:
Section 1. Sub-paragraph (a) of Section six of the Revised Philippine Highway Act, adopted and decreed as part of the law of the land under Presidential Decree No. 17, is hereby amended to read as follows:
"(a) Administrative expenses. So much as may be required but not to exceed six per centum of all money accruing to the Highway Special Fund and made available until expended, for administering the provisions of this Act as the Secretary of Public Works and Communications may deem necessary, of...
