EXECUTIVE ORDER NO. 293 July 25, 1987

AMENDING EXECUTIVE ORDER NO. 122-C ENTITLED, "CREATING THE OFFICE FOR SOUTHERN CULTURAL COMMUNITIES"

WHEREAS, Executive Order No. 122-C created the Office for Southern Cultural Communities;

WHEREAS, there is need to clearly delineate responsibilities for policy and plan formulation and program implementation in line with decentralization policy of Government;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

Sec. 1. Section 6 of Executive Order No. 122-C is hereby amended to read as follows:

"Sec. 6. Membership. The Office shall be composed of an Executive Director and two (2) Deputy Executive Directors, all of whom shall be appointed by the President. The Executive Director shall have the rank of a Department Undersecretary while the Deputy Executive Directors shall have the rank of an Assistant Secretary."

Sec. 2. Section 10 of Executive Order No. 122-C is hereby amended to read as follows:

"Sec. 10. Services. The services shall consist of the Administrative Service, Planning Service, Finance and Management Service and...

Summary of Executive Order No. 293

Amending Executive Order No. 122-C on the Office for Southern Cultural Communities

- Membership (Section 1):
    - The Office shall be composed of an Executive Director (rank of Department Undersecretary) and two Deputy Executive Directors (rank of Assistant Secretary), all appointed by the President.

- Services (Section 2):
    - The services shall consist of Administrative Service, Planning Service, Finance and Management Service, and Legal Service, each headed by a Staff Director with compensation equivalent to an Assistant Staff Bureau Director.

- Bureaus (Sections 3, 16, 17, 18):
    - Bureau of Economic Affairs:
        - Responsible for economic livelihood projects, loans, trade and marketing assistance for cultural communities. (Section 16a)
        - Formulate land-use development policies and plans for ancestral and tribal lands, including settlement areas. (Section 16b)
        - Conduct research and studies for policy formulation, implementation, development, protection, and conservation of physical environment, including medical assistance, nutrition services, and training on community self-help projects. (Section 16c)
    - Bureau of Cultural Affairs:
        - Formulate policies, plans, and programs on preservation and development of culture, traditions, institutions, and well-being of cultural communities. (Section 17a)
        - Conduct research and studies for policy formulation and program implementation for cultural communities. (Section 17b)
        - Develop guidelines and procedures to promote goodwill between tribes, cultural communities, and mainstream populace. (Section 17c)
        - Coordinate with agencies for cultural programs and projects, including education and scholarship programs for deserving members of cultural communities. (Section 17d)
    - Bureau of Tribal Relations and External Affairs:
        - Plan, conceptualize, and monitor projects and activities to promote peace and harmony within, between, and among cultural communities. (Section 18a)
        - Coordinate with tribal institutions to strengthen relationships and settle disputes through advice and peaceful negotiation. (Section 18b)
        - Liaise with local, international, and non-government organizations in activities of cultural communities. (Section 18c)

- Separability Clause (Section 5)

- Effectivity (Section 7): The Executive Order shall take effect immediately.
