AMENDING EXECUTIVE ORDER NO. 167 DATED 25 MARCH 1994, CREATING THE IWAHIG PENAL COLONY INTER-AGENCY STUDY COMMITTEE
WHEREAS, Executive Order (EO) No. 167 was issued on 24 March 1994 creating the Iwahig Penal Colony Inter-Agency Committee (IPC-IASC);
WHEREAS, said EO mandated the IPC-IASC to submit recommendations to the President, within one (1) year from its creation, comprehensive study and development plan for the area covered by the Iwahig Penal Colony to include its forest and lowland areas, inland waters and the coastal area;
WHEREAS, pursuant to the above mandate of the IPC-IASC, it has agreed to undertake three (3) sets of studies for the subject area namely; Land Use Plan, b) Master Plan, and c) Feasibility Study; and
WHEREAS, due to financial constraints and the need for more time to complete the Master Plan and the Feasibility Study there is need to extend the timeframe of submission of the IPC-IASC of said plan and study to the Office of the President.

Amending Executive Order No. 167 (1994) on the Iwahig Penal Colony Inter-Agency Study Committee (IPC-IASC)
- Background:
• Executive Order No. 167 (1994) created the IPC-IASC to conduct a comprehensive study and development plan for the Iwahig Penal Colony area, including its forest, lowland areas, inland waters, and coastal area. (Section 3)
• The IPC-IASC was mandated to submit its recommendations to the President within one year from its creation. (Section 3)
- Amendments:
• The IPC-IASC agreed to undertake three sets of studies: Land Use Plan, Master Plan, and Feasibility Study. (Whereas clause)
• Due to financial constraints and the need for more time, Section 3(e) of EO No. 167 is amended to extend the timeframe for submitting the final Master Plan and Feasibility Study to the Office of the President on or before June 30, 1997. (Section 1)
• The amended Section 3(e) states: "Submit to the Office of the President on or before 30 June 1997 the final Master Plan and Feasibility Study for the Iwahig Penal Colony to include the timetable of implementation of different development projects identified in the Master Plan and the implementing agencies that will be involved." (Section 1)
- Other Provisions:
• All provisions of EO No. 167 (1994) not inconsistent with EO No. 339 shall remain in effect. (Section 2)
• EO No. 339 shall take effect immediately. (Section 3)
