AMENDING EXECUTIVE ORDER NO. 175, DATED APRIL 30, 1994, WHICH CREATED A NORTHWESTERN LUZON GROWTH QUADRANGLE COMMISSION
I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Section 1 of Executive Order No. 175, dated April 30, 1994, which created a Northwestern Luzon Growth Quadrangle Commission, to read as follows:
"Sec. 1. NWLGQ Commission. - There is hereby created under the Office of the President, a Presidential Commission to be called the Northwestern Luzon Growth Quadrangle (NWLGQ) Commission, hereinafter referred to as the Commission. The Commission shall be responsible for the overall policy direction, coordination and supervision of the entire NWLGQ Development efforts. It shall be composed of the following members:
CORD for Region I
CORD for CAR
Secretary of Trade and Industry
Secretary of Tourism
Secretary of Agriculture
NEDA Director General
The Presidential Assistant for Regional Development
The Chairman of Regional Development Council I
The Chairman of the Cordillera Executive Board

Creation of the Northwestern Luzon Growth Quadrangle (NWLGQ) Commission

Functions of the NWLGQ Commission
- Review and submit the NWLGQ Master Plan and Development Program to the President for approval (Sec. 1.a)
- Provide overall direction, coordination, and supervision in planning, implementation, and monitoring of NWLGQ Development Program components and activities, in consultation with the Joint RDC-CEB Inter-regional Consultative Council (Sec. 1.b)
- Cause the update, refinement, and endorsement of NWLGQ plans, investment programs, and projects within the context of the NWLGQ Master Plan and the Regional Development and Physical Framework Plans and Investment Programs of Regions I and CAR (Sec. 1.c)
- Cause the preparation of feasibility studies for and financing of various NWLGQ projects (Sec. 1.d)
- Encourage support and assistance from government and non-government institutions in planning and implementing NWLGQ projects (Sec. 1.e)
- Organize the Program Management Office (PMO), define its organizational set-up, staffing pattern, and internal operating systems and procedures (Sec. 1.f)
- Review and confirm contracts entered into by the Executive Director of the PMO (Sec. 1.g)
- Review and endorse the annual budget of the NWLGQ Development Program, including the Work and Financial Plan for the operation of the PMO, to the Department of Budget and Management (DBM) (Sec. 1.h)
- Submit progress reports on the NWLGQ Development Program and other required reports to the President (Sec. 1.i)

- This Executive Order shall take effect immediately (Sec. 2)
