AMENDING EXECUTIVE ORDER NO. 309, S. 1987, ENTITLED "REORGANIZING THE PEACE AND ORDER COUNCIL," AS AMENDED BY EXECUTIVE ORDER NO. 317, S. 1988
WHEREAS, there is a need to further amend Executive Order No. 309 in order to ensure more comprehensive and effective coordination of government efforts and the active participation of citizenry relative to the conduct of national campaign against criminality and insurgency;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Section 1 of Executive Order No. 309 is further amended to read as follows:
"Sec. 1. Reorganization of the Peace and Order Council. The Peace and Order Council is hereby reorganized on the national, regional, provincial, city and municipal levels of government to be constituted as follows:
(a) The National Peace and Order Council (NPOC) shall be composed of the following:
The Secretary of Local Government as Chairman;
The Secretary of National Defense as Vice-Chairman;
The Secretary of Justice;

Reorganization of the Peace and Order Council
- Reorganizes the Peace and Order Council at national, regional, provincial, city, and municipal levels. (Sec. 1)
National Peace and Order Council (NPOC) Composition
- Chaired by the Secretary of Local Government, with the Secretary of National Defense as Vice-Chairman. (Sec. 1(a))
- Members include various secretaries, agency heads, and 8 private sector representatives. (Sec. 1(a))
- A Special Action Committee within the NPOC to take decisive action in emergencies. (Sec. 1(b))
Regional Peace and Order Council (RPOC)
- Composed of regional counterparts of NPOC members, appointed by agency heads. (Sec. 1(c))
- Chairman and Vice-Chairman appointed by NPOC Chairman. (Sec. 1(c))
- At least 3 private sector representatives appointed by RPOC Chairman. (Sec. 1(c))
Provincial Peace and Order Council (PPOC)
- Composed of provincial counterparts of NPOC members, with the Provincial Governor as Chairman and Vice-Governor as Vice-Chairman. (Sec. 1(d))
- One representative from the Sangguniang Panlalawigan. (Sec. 1(d))
- At least 3 private sector representatives appointed by PPOC Chairman. (Sec. 1(d))
City/Municipal Peace and Order Council (CPOC/MPOC)
- Composed of city/municipal counterparts of NPOC members, with the Mayor as Chairman and Vice-Mayor as Vice-Chairman. (Sec. 1(e))
- One representative from the Sangguniang Panglungsod/Bayan. (Sec. 1(e))
- One representative from the veterans group and at least 3 private sector representatives appointed by CPOC/MPOC Chairman. (Sec. 1(e))
Duties and Functions of Sub-National Councils
- Formulate plans and recommend measures to improve peace, order, and public safety. (Sec. 3(a))
- Monitor implementation of peace and order programs, projects, and civilian volunteer organizations. (Sec. 3(b))
- Assess prevailing peace and order situation and submit reports to NPOC Chairman. (Sec. 3(c))
- Receive complaints against government personnel and demand action from concerned agencies. (Sec. 3(d))
Peace and Order Council Secretariat
- Handles administrative, operational, and technical activities of the councils. (Sec. 4)
- NAPOLCOM serves as secretariat for NPOC and RPOC. (Sec. 4)
- At provincial, city, and municipal levels, headed by the most senior DLG officer. (Sec. 4)
- Assisted by regular staff of the Council Chairman's office. (Sec. 4)
- Member agencies of NPOC to create Task Force for Peace and Order. (Sec. 4)
Implementing Rules and Regulations
- NPOC to issue implementing rules and regulations. (Sec. 5)
- NPOC Chairman may issue directives and guidelines upon direction of the President. (Sec. 5)
