AMENDING LETTER OF INSTRUCTION NO. 1093 GOVERNING THE ADMISSION TO OR STAY IN THE PHILIPPINES AS TEMPORARY VISITORS OF CHINESE NATIONALS WHO ARE HOLDERS OF PEOPLE'S REPUBLIC OF CHINA PASSPORTS
WHEREAS, it is the declared policy of the Government to make the tourist industry a positive instrument towards accelerated national development through which more people from other lands may visit and appreciate the Philippines;
WHEREAS, it is necessary to provide full support to the government policies and programs designed to attract and induce people from abroad to visit the Philippines by removing unnecessary barriers to their travel through the integration and simplification of travel regulations; and
WHEREAS, this goal may be achieved by the revision of the applicable provisions of law/rules/regulations for the issuance of visas and the admission of aliens, in order to enable Chinese nationals to obtain visas with ease and speed and to stay for a longer period in the country as well as to assure them of courteous and hospitable reception.

Amending Letter of Instruction No. 1093 Governing the Admission to or Stay in the Philippines as Temporary Visitors of Chinese Nationals Who Are Holders of People's Republic of China Passports
- Declares the policy of the government to promote the tourist industry as an instrument for national development and to attract more foreign visitors to the Philippines.
- Aims to remove unnecessary barriers to travel and simplify regulations for the issuance of visas and admission of aliens.
- Allows Chinese nationals holding valid People's Republic of China (PRC) passports to obtain tourist visas on an individual basis for entry into the Philippines for a stay of not more than twenty-one (21) days, without the necessity of posting any cash bond. (Paragraph 1A)
- Permits the accompanying spouses and minor children of Chinese nationals, whose names and pictures are included in a collective passport, to be granted the same visa and stay duration. (Paragraph 1A)
- Provides an exception to the Cabinet Policy of March 10, 1954. (Paragraph 1A)
- Allows the extension of the maximum period of stay of twenty-one (21) days only on very compelling reasons and under exceptional circumstances, as determined by the Minister of Justice. (Paragraph 1A)
- Directs the Ministry of Foreign Affairs, the Commission on Immigration and Deportation, and the National Intelligence Security Authority (NISA) to issue a joint circular for the strict observance of the provisions of the Order by all concerned functionaries.
