PRESIDENTIAL DECREE No. 495 June 28, 1974
AMENDING SECTION 1954, PARAGRAPH (C) OF THE REVISED ADMINISTRATIVE CODE, AS AMENDED
WHEREAS, a vital operational requirement of our national population planning program is the utilization of postal facilities, particularly in the transmission of contraceptive devises;
WHEREAS, under existing postal rules and regulations, contraceptive devices are deemed unmailable; and
WHEREAS, it is felt that this postal regulation may have adverse effect on the overall operational efforts on family planning; hence, there is a need to allow the legal utilization of the mails for transmitting all acceptable methods of contraception;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines and pursuant to Proclamation No. 1081 dated September 21, 1972, and General Order No. 1 dated September 22, 1972, do hereby further amend Section 1954, paragraph (c) of the Revised Administrative Code, as amended by Republic Act No. 4623, to read as...
