Summary of Presidential Decree No. 738Amendments to the Charter of the City of San Pablo
- Section 85 of the Charter is amended as follows:
• The President of the Philippines shall appoint the City Superintendent of Schools. (Section 1)
• The Secretary of Education and Culture shall exercise the same jurisdiction and powers in the city as elsewhere in the Philippines. (Section 1)
• The City Superintendent of Schools shall have all the powers, jurisdiction and duties in respect to the city schools as division superintendents have in their divisions. (Section 1)
• The City Council shall provide additional compensation for the City Superintendent of Schools, so that their total salary is equal to that of a city department head of the same importance. (Section 1)
• The combined salaries received from the National Government and the city by the City Superintendent of Schools shall be considered as their base pay. (Section 1)
- The decree takes effect immediately. (Section 2)

AMENDING SECTION EIGHTY-FIVE, ARTICLE XIV, OF COMMONWEALTH ACT NO. FIVE-HUNDRED TWENTY, OTHERWISE KNOWN AS THE CHARTER OF THE CITY OF SAN PABLO
WHEREAS, there is a need to amend Section 85, Article XIV, of the Charter of the City of San Pablo, entitled "The Bureau of Education' for the following reasons:
1. There is no more Director of Education nor Bureau of Education;
2. San Pablo City has become a separate and ndependent division from the Division of Laguna since 1955;
3. Republic Act No. 5447, otherewise known as the Special Education Fund Act, already takes care of all specific rules and regulations including the creation, composition and functions of the City School Board;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
