- Expands the right-of-way width for public works projects (Section 1):
• The right-of-way width is increased to not exceeding 60 meters for public highways, railroads, irrigation ditches, aqueducts, telegraph and telephone lines, and similar works.
• This applies to works required by the government, public or quasi-public service or enterprise, including mining or forest concessionaires, for carrying on their business.
• Damages are payable only for improvements within the right-of-way.
- Immediate effectivity and repealing clause (Section 2):
• The decree takes effect immediately.
• All acts inconsistent with the decree are repealed or modified accordingly.

PRESIDENTIAL DECREE No. 635 January 7, 1975
AMENDING SECTION ONE HUNDRED TWELVE OF COMMONWEALTH ACT NUMBERED ONE HUNDRED FORTY-ONE, AS AMENDED, OTHERWISE KNOWN AS THE PUBLIC LAND LAW
WHEREAS, the infrastructure program of the Government has been adopted primarily to hasten the economic development of the country;
WHEREAS, to carry out this program more effectively and to cope with the demands of the ever growing traffic volume, advance planning and programming for wider roads must be made;
WHEREAS, in order to attain this objective, and to minimize to a great extent the financial burden on the part of the Government in acquiring the needed right-of-way for its public works projects, it is necessary to amend further section 112 of Commonwealth Act No. 141, as amended;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree and order as follows:
