AN ACT APPROPRIATING THE SUM OF TEN BILLION NINE HUNDRED MILLION PESOS (P10,900,000,000.00) AS SUPPLEMENTAL APPROPRIATION FOR FY 2001 AND FOR OTHER PURPOSES

Be it inacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Appropriations. - The sum of Ten billion nine hundred million pesos (P10,900,000,000.00) is hereby approriated to supplemet the FY 2001 Budget for the following purposes:

A.	Department of the Interior and Local Government	P1,450,000,000.00
Philippine National Police
Upgrading of Salaries for PNP
Uniformed Personnel pursuant to Republic Act No. 8551-Phase ll
B.	Department of National Defense	500,000,000.00
Philippine Veterans Affair Office
Increase in Pensions of Veterans
Pursuant to Republic Act Nos. 6948 and 7696
C.	Foreign Assisted Projects	1,000,000,000.00
Support Fund
D.	Miscellaneous Personnel	4,150,000,000.00
Benefits Fund (MPNF)
Deficiency in Salaries and Related Benefits For New Positions Created in FY 2000; Increase in overnment Share in Health and Insurance Premiums (Medicare) from P450 to 750 per Employee under Republic Act No. 7875; Additonal Requirements for PNP - Early Retirement under Republic Act No. 8551; and Retirement Benefits.

Salary Adjustment Fund (P3,800,000,000): - 5% salary increase for national government employees (Section 1E) Use of Funds (Section 2): - Amounts appropriated shall be used for the stated purposes and subject to applicable Special Provisions in Republic Act No. 8760 (FY 2000 General Appropriations Act) (Section 2) - Salary upgrade for PNP, increase in veterans pensions, and 5% salary increase for national government employees shall be effective July 1, 2001 (Section 2) - Miscellaneous Personnel Benefits Fund shall be used in accordance with Special Provision No. 1 in FY 2000 GAA (Section 2) - Foreign-Assisted Projects Support Fund shall cover deficiencies in funding requirements of ongoing and new projects in FY 2001 (Section 2) Release of Funds (Section 3): - Amounts appropriated shall be released by the Department of Budget and Management in accordance with budgeting laws, rules, and regulations (Section 3) Authority to Grant 5% Salary Increase to GOCCs and LGUs (Section 4): - Subject to availability of funds, government-owned and/or controlled corporations covered by Republic Act No. 6758 and local government units are authorized to grant similar 5% salary increase effective July 1, 2001, chargeable against their respective funds (Section 4) Implementing Rules and Regulations (Section 5): - The Department of Budget and Management shall issue necessary rules and regulations to implement the 5% salary increase and upgrading of salaries of PNP uniformed personnel (Section 5) Authority to Increase PNOC Annual Budget (Section 6): - The Philippine National Oil Company is authorized to increase its annual budget for FY 2001 by an amount not exceeding the peso equivalent of US$190 million to cover investments in the Malampaya Deepwater Gas-to-Power Project and related expenses (Section 6) Effectivity (Section 7): - This Act shall take effect upon its enactment into law, unless otherwise specified (Section 7) submit AIC Grande Tower Garnet Road Ortigas Center, Pasig City Metro Manila Philippines Mobile No. +639451244898 digestph@gmail.com Please read our FAQ before contacting us.
