REPUBLIC ACT NO. 9027 March 05, 2001
AN ACT CONVERTING THE MUNICIPALITY OF SIPALAY, PROVINCE OF NEGROS OCCIDENTAL INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF SIPALAY
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE I
GENERAL PROVISIONSSection 1. Title. - This Act shall be known as the "Charter of the City of Sipalay."
Section 2. The City of Sipalay. - The Municipality of Sipalay shall be converted into a component city to be known as the City of Sipalay, hereinafter referred to as the City, which shall comprise the present jurisdiction of the Municipality of Sipalay, Negros Occidental Province. The territorial jurisdiction of the City shall be within the present metes and bounds of the Municipality of Sipalay, as follows:

Republic Act No. 9027: Charter of the City of Sipalay
General Provisions:
- Converts the Municipality of Sipalay, Negros Occidental into a component city to be known as the City of Sipalay (Sec. 2)
- Defines the territorial jurisdiction and boundaries of the City of Sipalay (Sec. 2)
- Grants the City corporate powers such as having a corporate seal, suing and being sued, acquiring property, entering into contracts, and exercising powers granted by the Local Government Code (Sec. 3-4)
City Officials:
- Enumerates the officials of the City, including the City Mayor, Vice Mayor, Sangguniang Panlungsod members, and various department heads (Sec. 7)
- Outlines the qualifications, powers, and duties of the City Mayor (Sec. 8), City Vice Mayor (Sec. 9), and Sangguniang Panlungsod (Sec. 10)
- Provides for the internal rules of procedure, full disclosure of financial interests, sessions, quorum, approval of ordinances, veto power of the City Mayor, and review of ordinances by the Sangguniang Panlalawigan (Sec. 11-17)

- Requires a plebiscite to be conducted within 60 days for the ratification of the City's creation, with expenses borne by the Municipality of Sipalay (Sec. 52)
- Allows the current elective officials of the Municipality of Sipalay to continue exercising their powers until a new election, and the automatic absorption of appointive officials and employees by the City Government (Sec. 53)
- Provides for the succession of the City to all assets, properties, liabilities, and obligations of the Municipality of Sipalay (Sec. 54)
- Allows qualified voters of the City of Sipalay to vote and run for provincial elective positions in Negros Occidental (Sec. 55)
- Maintains the jurisdiction of the Province of Negros Occidental over the City of Sipalay, unless otherwise provided by law (Sec. 56)
- Suspends any increase in the rates of local taxes by the City within 5 years from its acquisition of corporate existence (Sec. 57)
- Maintains the City of Sipalay as part of the Sixth Congressional District of Negros Occidental until otherwise provided by law (Sec. 58)
- Applies the provisions of the Local Government Code of 1991 and other applicable laws to the City of Sipalay (Sec. 59)
- Includes a separability clause (Sec. 60), a reservation for boundary disputes (Sec. 61), a repealing clause (Sec. 62), and an effectivity clause upon publication in newspapers (Sec. 63)
