Definition of "Dependent" or "Neglected" Child (Section 2)
- A child under 16 years old who is dependent on public support, destitute, homeless, abandoned, without proper parental care or guardianship, habitually begs or receives alms, lives in a house of ill-fame or with vicious or disreputable persons, or whose home is an unfit place due to neglect, cruelty, or depravity of parents or guardians.
Proceedings Concerning a "Dependent" or "Neglected" Child (Section 3)
- The Secretary of Social Welfare or representative must file a petition with the court, setting forth facts constituting the child as "dependent" or "neglected".
- The court may take custody of the child during the trial and place them with an authorized person, institution, or agency.
- The court shall hold a hearing to investigate the child's circumstances and determine if they are "dependent" or "neglected".
- If found "dependent" or "neglected", the court may turn over the child's custody to a suitable person or institution, or refer the child to the Department of Social Welfare.
- The court may impose conditions or supervision for the child's care, protection, and maintenance, or restore the child to the parents or guardian under certain conditions.
Proceedings in Other Cases (Section 4)
- In cases other than those involving "dependent" or "neglected" children, the court shall be governed by the Rules of Court and applicable laws, but applied liberally along pre-trial philosophy.
- Hearings between husband and wife, and parent and child, may be held in chambers or with the exclusion of the public, and information obtained shall be deemed privileged and confidential.
Appeal from Decisions and Orders (Section 5)
- Decisions and orders of the court shall be appealed in the same manner and subject to the same conditions as appeals from courts of first instance.
Court Personnel and Facilities (Sections 6 and 7)
- The court shall have a clerk of court and subordinate employees, appointed and compensated similarly to those of courts of first instance.
- The Province of Camarines Sur shall furnish the same facilities, equipment, supplies, and allowances as given to courts of first instance. The Cities of Iriga and Naga may be required to share in these costs.
Seminars (Section 8)
- The judge shall conduct seminars or conferences at least once a year during the first three years, and thereafter as appropriate, for municipal and city judges and other personnel involved in carrying out the provisions of this Act.
Transitory Provisions (Section 9)
- Upon the organization of the Juvenile and Domestic Relations Court, the Secretary of Justice shall cause all cases and proceedings properly cognizable by said court to be transferred from the courts of first instance, municipal courts, and city courts in the Province of Camarines Sur and the Cities of Naga and Iriga.
Appropriation (Section 10)
- Necessary funds to carry out the purpose of this Act during the fiscal year 1972-1973 are authorized to be appropriated from the National Treasury, and similar amounts shall be included in the annual General Appropriations Act thereafter.

AN ACT CREATING A JUVENILE AND DOMESTIC RELATIONS COURT FOR THE PROVINCE OF CAMARINES SUR AND THE CITIES OF NAGA AND IRIGA.
Section 1. The Juvenile and Domestic Relations Court. There shall be a Juvenile and Domestic Relations Court for the Province of Camarines Sur, the City of Naga and the City of Iriga, with permanent station in the City of Naga but with authority to conduct hearings and investigations in any city or municipality within its jurisdiction as the court may consider to be in the interest of justice.
The court shall be presided by a judge who shall have the same qualification, rank, compensation, rights and privileges as judges of courts of first instance; and, in addition, shall be one who is thoroughly familiar with the culture, mores, dialect, traditions and family life of the people within the jurisdiction of the court; who has demonstrated a sincere interest in social action and has at least ten years of successful experience in social work, teaching or other similar work dealing...
