An Act Establishing the Bohol First Congressional District Library in the Municipality of Balilihan, Province of Bohol, and Appropriating Funds Therefor

Establishment of the Bohol First Congressional District Library
- The Bohol First Congressional District Library shall be established in the Municipality of Balilihan, Province of Bohol. (Section 1)
- It shall be under the direct control and supervision of the National Library of the Philippines (NLP). (Section 1)

Appointment of Personnel
- The Director of the NLP shall appoint the following personnel to manage the library: (Section 2)
- Librarian III
- Librarian I
- Administrative Assistant III
- Computer File Librarian I
- Administrative Aide VI
- Watchman (Security Guard)
- Appointments shall be in accordance with the Compensation and Position Classification System and other civil service rules and regulations. (Section 2)
- Salaries and allowances shall be in accordance with Republic Act No. 11466 (Salary Standardization Law of 2019) and other applicable laws. (Section 2)

Funding and Implementation
- The NLP shall include the implementation of this Act in its program, and the funding shall be included in the annual General Appropriations Act. (Section 3)
- The NLP shall promulgate the necessary rules and regulations for the proper implementation of this Act within sixty (60) days from its effectivity. (Section 4)

Separability Clause
- If any provision of this Act is declared unconstitutional, the remainder of the Act or any provision not affected shall remain in full force and effect. (Section 5)

Repealing Clause
- All laws, executive orders, presidential decrees, proclamations, rules, regulations, issuances, and enactments or parts thereof inconsistent with this Act are hereby repealed or modified accordingly. (Section 6)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 7)
