Establishment of Kalinga Cultural Center and Museum- Section 1: Establishes the Kalinga Cultural Center and Museum in the Province of Kalinga to promote culture and arts, and serve as a medium for protecting, preserving, presenting and promoting the cultural heritage of Kalinga.
- Section 2: The Center shall be a collaboration between the Provincial Government of Kalinga and the National Commission for Culture and the Arts (NCCA), with details on site, structures, governance, operations, and development to be provided by mutual agreement within one (1) year.
- Section 3: The Center's objectives and activities include:
• Compiling musical notes, lyrics, and instruments of Kalinga origin (Section 3a)
• Publishing and disseminating Kalinga literary works, epics, stories, and historical accounts (Section 3b)
• Compiling Kalinga literature, films, or audio-visual recordings of cultural performances (Section 3c)
• Compiling Kalinga epigrams, proverbs, legends, and the origin and etymology of Kalinga words and place names (Section 3d)
• Gathering and documenting Kalinga religious practices, traditions, and the background of fiestas and festivals (Section 3e)
• Compiling photographs, showcasing exhibits of Kalinga landmarks, historical sites, scenic views, and acquiring and displaying Kalinga arts and artifacts (Section 3f)
• Gathering archaeological findings, geological materials, and preserving samples of indigenous flora and fauna (Section 3g)
• Conducting performances on Kalinga music, dances, arts, literary works, epics, stories, historical accounts, and legends (Section 3h)
• Carrying out any other relevant and appropriate activities (Section 3i)
- Section 4: The Provincial Government of Kalinga shall provide the land for the construction or establishment of the main venue and ancillary offices and facilities.
- Section 5: The necessary amount for implementation shall be charged against the current year's budget of the NCCA. Thereafter, the amount shall be included in the annual General Appropriations Act.
- Section 6: Within sixty (60) days from the effectivity of this Act, the NCCA, in coordination with the Provincial Government of Kalinga, other concerned agencies, and private stakeholders, shall promulgate the necessary rules and regulations.
- Section 7: This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation, notwithstanding the non-issuance of the implementing rules and regulations.

REPUBLIC ACT NO. 11770
AN ACT ESTABLISHING THE KALINGA CULTURAL CENTER AND MUSEUM IN THE PROVINCE OF KALINGA, DEFINING ITS PURPOSES AND OBJECTIVES, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. There is hereby established a cultural center and museum in the Province of Kalinga, to be known as the Kalinga Cultural Center and Museum to promote culture and the arts. It shall serve as the institutional medium for the protection, preservation, presentation and promotion of the cultural, artistic, archaeological, social, historical, religious and philosophical heritage of the Kalinga land and its people in view of the richness of their legacies and of their relevance to their contemporary and future aspirations.
SECTION 2. The Kalinga Cultural Center and Museum shall be a collaboration between the Provincial Government of Kalinga and the National Commission for Culture and the Arts (NCCA) with its concerned affiliated cultural agencies and pertinent academic and private sector partners, and members of the community, with its site, structures, governance, organization, operations, and development to be provided for by mutual agreement between...
