- Airports are defined as localities on water or land adopted for aircraft landing/take-off or receiving/discharging passengers or cargo. (Section 2b)
- Private air navigation facilities can only be used when the government does not own any facility, unless permitted by the Director of the Bureau of Aeronautics, subject to reasonable charges fixed by the Public Service Commission after a hearing. (Section 1)
- Reasonable charges ensure a just and reasonable return on capital invested, considering construction, operation, maintenance costs, and non-aeronautical revenue of the facility, and shall be uniform. (Section 3)
- Charges collected for government air navigation facilities shall accrue to the general fund of the financing national, provincial, or municipal government. (Section 4)
- For five years from the Act's approval, all charges collected are appropriated for the construction, repair, and maintenance of such facilities. (Section 4)
- Inconsistent acts or parts of acts are repealed. (Section 5)
- The Act took effect upon its approval on June 14, 1947. (Section 6)

AN ACT GOVERNING THE USE OF AIR NAVIGATION FACILITIES AND PROVIDING THE PAYMENT OF THE USE THEREOF
Section 1. Except as herein expressly provided, only Government air navigation facilities shall, at reasonable charges to be fixed by the Director of the Bureau of Aeronautics, be open and available for use of duly licensed private or commercial air service operators, under such rules and regulations as may be issued by the Bureau of Aeronautics and approved by the Department Head. Private air navigation facilities shall be used only when the Government does not own any air navigation facility, unless permitted by the Director of the Bureau of Aeronautics, and under such rules and regulations as may be issued by him and approved by the Department Head, and a reasonable charges to be fixed by the Public Service Commission after due hearing.
