REPUBLIC ACT No. 4480
AN ACT GRANTING THE NATIONAL COUNCIL OF CHURCHES IN THE PHILIPPINES A FRANCHISE TO CONSTRUCT, MAINTAIN AND OPERATE RADIO BROADCASTING AND TELEVISION STATIONS IN THE PHILIPPINES AND TO INSTALL, MAINTAIN AND OPERATE NON-COMMERCIAL BASE AND LAND MOBILE STATIONS AND FIXED POINT-TO-POINT RADIOTELEPHONE STATIONS WHICH SHALL PROVIDE EFFICIENT AND SATISFACTORY BROADCAST OPERATIONS IN THE INTEREST OF PUBLIC SERVICE.
Section 1. Subject to the provisions of the Constitution as well as Act Numbered Three thousand eight hundred forty-six, entitled "An Act providing for the regulation of radio stations and radio communications in the Philippine Islands, and for other purposes"; Act Numbered Three thousand nine hundred ninety-seven, known as the Radio Broadcasting Law; Commonwealth Act Numbered One hundred forty-six, known as the Public Service Act, and their amendments, and other applicable laws not inconsistent with this Act, the National Council of Churches in the Philippines is hereby granted a franchise to construct, maintain and operate for non-commercial, religious, educational and cultural purposes and in the public interest, radio broadcasting and television...

Granting of Franchise to National Council of Churches in the Philippines
- Granted a franchise to construct, maintain and operate radio broadcasting and television stations in the Philippines except Manila and suburbs for non-commercial, religious, educational and cultural purposes (Section 1)
- Franchise valid for 25 years from the date of operation of stations (Section 2)
- Construction of at least one station must begin within 1 year and be completed within 2 years from approval of the Act (Section 2)
- Grantee must provide adequate public service time for government, assist in public information and education, conform to ethics of honest enterprise, and not disseminate false information or incite subversive acts (Section 3)
- Stations cannot operate until frequencies and licenses are issued by the Secretary of Public Works and Communications (Section 4)
- President can take over or authorize temporary use of stations during war, rebellion, public peril, calamity, emergency, disaster or disturbance of peace and order with due compensation (Section 5)
- Franchise cannot be leased, transferred, sold or assigned without approval of Congress (Section 6)
- Grantee subject to more favorable terms granted to other entities (Section 7)
- Franchise subject to amendment, alteration or repeal by Congress when public interest requires (Section 8)
- Grantee must file a bond of 5,000 pesos to guarantee compliance, which can be canceled after 2 years of fulfillment (Section 9)
- Grantee liable to pay taxes on real estate, buildings and personal property, unless exempted (Section 10)
- Act takes effect upon approval (Section 11)
