Reorganization of the Commission on Elections (Section 2)
- Within six months from the approval of this Act, the Commission on Elections may reorganize its office.
- The Commission may abolish or create departments, divisions, sections or units.
- The Commission may redistribute functions and personnel.
- The Commission may change designations of positions.
- The Commission may fix the salaries of its subordinate officials and employees.
- The total number of existing permanent positions shall not be increased.
- No permanent employee already in the service of the Commission upon the approval of this Act shall be laid off or have their salary reduced due to the reorganization.
Salaries of Subordinate Officials and Employees (Section 3)
- The subordinate officials and employees of the Commission on Elections shall receive the salary rates fixed by the Commission.
- This is without prejudice to whatever benefits they may receive under Reorganization Plans Numbers one-A and two-A regarding classification and pay, and other salary laws.
Appropriations (Section 4)
- The Commission on Elections is authorized to use unexpended balances of existing certifications to accounts payable from any appropriation for the Commission to carry out the provisions of this Act.
- Henceforth, appropriations to cover the salaries of officials and employees of the Commission as fixed in accordance with this Act shall be carried in the annual General Appropriation Acts.
Effectivity (Section 5)
- This Act shall take effect on July 1, 1961.

REPUBLIC ACT No. 3038
AN ACT INCREASING THE SALARIES OF THE CHAIRMAN AND MEMBERS OF THE COMMISSION ON ELECTIONS AND AUTHORIZING THE COMMISSION ON ELECTIONS TO REORGANIZE ITS OFFICE AND FIX THE SALARIES OF ITS SUBORDINATE OFFICIALS AND EMPLOYEES.
Section 1. The subject to the provisions of Article ten, Section one, of the Constitution of the Philippines, the Chairman of the Commission on Elections shall receive an annual salary of sixteen thousand pesos and the other Members fifteen thousand pesos each.
Section 2. Within six months from the date of approval of this Act, the Commission on Elections may reorganize its office. It may abolish or create departments, divisions, sections or units, redistribute functions and personnel, change designations of positions and fix the salaries of its subordinate officials and employees: Provided, That the total number of existing permanent positions shall not be increased: And Provided, further, That no permanent employee already in the service of the Commission on Elections upon the approval of this Act shall be laid off or his salary reduced on account...
