- If ratio exceeds 1 bed per 5,000 population, the province and municipalities/cities shoulder the additional expense (Section 2c)
- National Government: Contribute the difference between total local contributions and the total cost of operating and maintaining free beds at P8-P10 per bed per day, based on 1 bed per 5,000 population ratio (Section 2d)
Construction of New Hospitals/Wards:
- In provinces without government hospitals or with insufficient free beds, funds from municipal/city and provincial contributions shall be used for construction of new buildings/wards in the first years after the Act takes effect. (Section 3)
Improvement of Existing Facilities:
- In provinces with better than 1 bed per 5,000 population ratio, funds from municipal/city and provincial contributions shall be used for improving existing facilities and/or establishing more branch hospitals. (Section 4)
Special Hospitals:
- Special hospitals (e.g., National Mental Hospital, National Orthopedic Hospital) shall continue to be operated and maintained by the National Government at P8-P10 per bed per day. (Section 5)
Free/Charity Bed Ratio:
- All government hospitals shall operate with at least 90% of bed capacity as free or charity beds. (Section 6)
Supervision and Control:
- The Secretary of Health shall supervise and control all government hospitals established and operated under this Act, and promulgate rules and regulations for implementation. (Section 7)
Repealing Clause and Effectivity:
- All inconsistent laws are repealed. (Section 8)
- This Act shall take effect upon approval. (Section 9)

AN ACT PRESCRIBING THE APPROPRIATE SHARE OF THE NATIONAL, PROVINCIAL, CITY AND MUNICIPAL GOVERNMENTS IN THE FINANCIAL CONTRIBUTIONS FOR THE OPERATION AND MAINTENANCE OF FREE BEDS IN GOVERNMENT HOSPITALS AND/OR THE ESTABLISHMENT OF ADDITIONAL WARDS OR HOSPITALS IN THE PHILIPPINES
Section 1. It shall be the duty of the government to provide at least one free general hospital bed for every five thousand population in each province.
Section 2. In order to realize this end, the construction of hospital buildings and the operation and maintenance of all free beds in government hospitals shall be financed from contributions among the Municipal, City, Provincial, and National Governments concerned, at the following prescribed fixed rates:
(a) Every Municipal or City government belonging to the second and first class groups, shall contribute five (5%) per centum of its annual general income for the support of the general hospital or hospitals in the province, and the municipalities belonging to the third and fourth class groups shall contribute three (3%) per centum of its general annual income,...
