AN ACT PROVIDING FOR THE DATE OF THE REGULAR ELECTIONS OF REGIONAL GOVERNOR

Summary of Republic Act No. 8746Amendments to Election Dates and Terms of Office for ARMM Officials
- Fixes the term of office for ARMM officials elected on September 9, 1996, to end at noon on September 30, 1999. (Section 1)
- Effective 1999, regular elections for ARMM officials shall be held on the second Monday of September every three years. (Section 1)
Nullification of Existing Voter List and New Voter Registration
- The existing certified list of voters in ARMM shall cease to be effective upon approval of this Act. (Section 2)
- A general registration of voters shall be held on May 8 and 9, 1999. (Section 3)
- A special registration of voters shall be held on dates determined by the Commission on Elections (COMELEC). (Section 3)
- Both voter registrations shall be under the direct administrative control of COMELEC. (Section 3)
Voter Identification Card and Photograph
- All voter registration applications shall contain the applicant's photograph, taken at the time of filing and at COMELEC's expense. (Section 4)
- Each voter shall be issued a voter's identification card as determined by COMELEC. (Section 4)
Computerization of Electoral Process
- COMELEC is authorized to determine the appropriate system design and areas for computerization of the electoral process. (Section 5)
- The decision shall be based on factors such as technology appropriateness, infrastructure, capability of election officials, costs, and other objective considerations. (Section 5)
Funding for Voter Registration
- The President of the Philippines is authorized to release One hundred fifty million pesos (PhP 150,000,000) from the President's contingent fund to defray expenses for voter registration. (Section 6)
Other Provisions
- Separability clause: If any provision is held unconstitutional, other provisions shall remain valid and binding. (Section 7)
- Repealing clause: All laws, decrees, rules, and regulations inconsistent with this Act are repealed, amended, or modified accordingly. (Section 8)
- Effectivity: This Act shall take effect upon its approval. (Section 9)

AN ACT PROVIDING FOR THE DATE OF THE REGULAR ELECTIONS OF REGIONAL GOVERNOR, VICE-GOVERNOR AND MEMBERS OF THE REGIONAL LEGISLATIVE ASSEMBLY OF THE AUTONOMOUS REGION IN MUSLIM MINDANAO (ARMM) FURTHER AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7647 ENTITLED "AN ACT PROVIDING FOR THE DATE OF REGULAR ELECTIONS FOR REGIONAL GOVERNOR, REGIONAL VICE-GOVERNOR AND MEMBERS OF THE REGIONAL LEGISLATIVE ASSEMBLY OF THE AUTONOMOUS REGION IN MUSLIM MINDANAO AND FOR OTHER PURPOSES", AS AMENDED, AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::
Section 1. Amendment to Section 1 of Republic Act No. 7647.- Section 1 of Republic Act No. 7647, as amended, is hereby further amended by fixing the term of office for officials elected on September 9, 1996, to read as follows:
