AN ACT TO FACILITATE IMPLEMENTATION OF REPUBLIC ACT NUMBERED THREE THOUSAND FIVE HUNDRED EIGHTY-EIGHT, AS AMENDED, ON THE REGISTRATION OF VOTERS FOR NINETEEN HUNDRED SIXTY-SEVEN ONLY, EXTENDING THE PERIODS FOR REGISTRATION OF VOTERS AND RELATED PROCEEDINGS THEREUNDER, PROVIDING FOR ADDITIONAL REGISTRATION BOARDS, AND GRANTING ADDITIONAL POWERS TO THE COMMISSION ON ELECTIONS, AND FOR OTHER PURPOSES.
Section 1. The provisions of Republic Act Numbered Thirty-five hundred eighty-eight, as amended by Republic Act Numbered Forty-seven hundred thirty, and of any other law to the contrary notwithstanding, and for purposes of the registration of voters in nineteen hundred sixty-seven only, it is hereby provided:
(a) Any qualified voter may register on any date not later than October fifteen, nineteen hundred sixty-seven: Provided, That if, for any reason, the representatives of the two political parties in any election registration board shall jointly request the Commission on Elections, or if, after verification, the latter shall find that more than ten percent of the number of voters who voted in the nineteen hundred sixty-five...

- Petitions for inclusion must be decided within 2 days. (Section 1c)
- Municipal Court decisions are appealable to Court of First Instance within 2 days, and decisions are immediately executory and final on questions of fact. (Section 1c)

- Petitions for exclusion of voters approved by September 15, 1967 can be filed until September 30, 1967. (Section 1d)
- Registration boards must publish lists of validated and newly registered voters by September 18, 1967. (Section 1d)
- Petitions for exclusion after September 15, 1967 must be filed within 10 days of publication but no later than October 30, 1967. (Section 1d)
- Petitions for exclusion must be decided within 7 days. (Section 1d)
- Municipal Court decisions are appealable to Court of First Instance within 5 days, and decisions are immediately executory and final on questions of fact. (Section 1e)
Other Provisions
- Precinct books of voters are sealed on October 30, 1967 and not available for public examination. (Section 1f)
- Precinct list of voters must be published on October 30, 1967. (Section 1g)
- Election registrars and boards can hold office anywhere in their jurisdiction and receive transportation expenses for taking voter photos and facilitating registration. (Section 1h)
- COMELEC can appoint additional election registrars and boards, with one registrar for every 1,000 unregistered voters, and fix their salaries. Party representatives must be proposed within 3 days. (Section 1i)
- Election registrars, clerks, or board members can assist applicants in filling out forms but cannot write required information themselves. (Section 1j)
- City/municipal treasurers can act as election registrars if the latter is absent or in case of vacancy. (Section 1k)
- COMELEC can modify or waive photo requirements to prevent disenfranchisement, but photos must be affixed as soon as possible after the 1967 election. (Section 1l)
- Other procedures and periods in RA 3588 (as amended by RA 4730) apply, except as provided in this Act. (Section 1l)
