AUTHORIZING THE GROWTH CORRIDOR DEVELOPMENT AND AGRO-MODERNIZATION PROGRAM FOR REGION IV (SOUTHERN TAGALOG), PROVIDING FOR ITS IMPLEMENTING MACHINERY AND FOR OTHER PURPOSES
WHEREAS, regional planning and development has been a major instrument of the New Republic in the pursuit of accelerated national growth and development;
WHEREAS, to provide greater impetus to its regional development program, the government has now geared its administrative machinery and resources towards selective and prioritized regional implementation;
WHEREAS, the National Economic and Development Authority Regional Office of Southern Tagalog has formulated a regional two-pronged strategy for the development of the regional mainland Luzon provinces of Laguna, Batangas, Cavite, Quezon and Rizal, which are strategically positioned in the pathway of the projected southern expansion of development from Metropolitan Manila, and enhancing the growth of the resource subregional provinces of Aurora, Marinduque, Romblon, Mindoro Occidental, Mindoro Oriental and Palawan;

Authorizing The Growth Corridor Development And Agro-Modernization Program For Region Iv (Southern Tagalog), Providing For Its Implementing Machinery And For Other Purposes
Executive Order No. 1085
Summary:
Policy Statement and Objectives (Section 1):
- Adopts the Growth Corridor Development and Agro-Modernization Program for the Southern Tagalog Region as a priority regional development program.
- Directs local governments, ministries, agencies, and private sector to align activities to support the program.
Creation of Program Implementation Office (Section 2):
- Establishes the Growth Corridor Development and Agro-Modernization Program Implementation Office under NEDA.
- Responsible for directing, coordinating, and regulating program implementation.
- Coordinates with Regional Development Council (RDC) on project preparation and development.
Advisory Committee (Section 3):
- Designates the Growth Corridor Development Advisory Committee consisting of RDC Executive Committee members, local officials, and private industry representative.
- Provides advice to the Program Office on the program, projects, and policy decisions.
- Elects a Chairman with a one-year term, renewable for one additional year.
Functions of the Program Office (Section 4):
- Conduct detailed preparation of corridor development and agro-modernization projects.
- Refer feasible projects for external financing to NEDA Director-General.
- Formulate and revise the Growth Corridor Development and Agro-Modernization Program.
- Formulate an investment program for adoption and fund support.
- Assist in organizing Area Development Corporations and Industrial Promotion Committees.
- Formulate guidelines for local and regional agencies to implement approved plans.
- Prescribe subregional land uses and review local development plans and zoning ordinances.
- Undertake land assembly and acquisition techniques.
- Coordinate, monitor, and ensure project execution aligns with the program.
- Negotiate and contract loans as authorized.
- Accept, use, disburse, or invest program funds.

- NEDA Regional Executive Director serves as Program Director.
- Directs studies, formulates programs, manages the office, hires personnel, disburses funds.
- Negotiates and enters into contracts as necessary, subject to approval.
Detailed Personnel (Section 6):
- Authorizes the Program Director to secure services of technical experts and professionals from government branches.
- Allows reimbursement of detailed personnel for expenses incurred.

- Encourages and assists private sector participation, including joint ventures.
- Initiates and assists in organizing Area Development Corporations and Industrial Promotion Committees.
Appropriations (Section 8):
- Directs the Office of the Budget and Management to provide funds for the Program Office's operations.
