EXECUTIVE ORDER NO. 312 March 27, 1996

AUTHORIZING THE NATIONAL CENTENNIAL COMMISSION TO UNDERTAKE FUND-RAISING ACTIVITIES TO FINANCE ITS VARIOUS PROJECTS AND PROGRAMS, AMENDING FOR THE PURPOSE EXECUTIVE ORDER NO. 128, SERIES OF 1993

WHEREAS, under Executive Order No. 128, series of 1993, the National Centennial Commission (COMMISSION) has been tasked "to take charge of the nationwide preparations for the National Celebration of the Philippine Centennial of the Declaration of Philippine Independence and the Inauguration of the Malolos Congress;"

WHEREAS, among the priority projects lined up by the COMMISSION in connection with the centennial celebrations of the Proclamation of Philippine Independence in 1998 and the Inauguration of the Malolos Congress in 1999, are the following:

"1. restoration of major national shrines like the Aguinaldo Shrine in Kawit, Cavite; the Barasoain Church in Malolos, Bulacan; the Rizal Shrines in Calamba, Laguna and Dapitan; the Mabini Shrines in Tanauan, Batangas, and Pandacan, Manila; and other historical sites and landmarks;

"2. holding of an international exposition at Clark Field with all nations that have touched our...

Summary of Executive Order No. 312

Authorizing the National Centennial Commission to Undertake Fund-Raising Activities
- Amends Executive Order No. 128, series of 1993 (Section 2-A)
- Empowers the National Centennial Commission to:
• Solicit donations, contributions, and other financial assistance from government agencies, government-owned/controlled corporations, non-governmental organizations, private institutions, and individuals (Section 2-A)
• Engage in fund-raising activities to generate resources for implementing its programs and projects (Section 2-A)
- Funds received from donations, contributions, and fund-raising activities shall:
• Be retained by the Commission as a trust fund (Section 2-A)
• Be deposited in a government depository bank chosen by the Commission (Section 2-A)
• Be spent solely for implementing the Commission's approved plans, programs, projects, and activities (Section 2-A)
• Be managed, utilized, and disposed of by the Commission, subject to accounting and auditing laws, rules, and regulations (Section 2-A)
- Priority projects of the Commission include:
• Restoration of major national shrines and historical sites (Whereas clause)
• Holding an international exposition at Clark Field (Whereas clause)
• An international conference on Rizal and events leading to the Revolution (Whereas clause)
• Construction of a national monument and Heritage Center (Whereas clause)
• A Freedom Heritage Trail marking the path of the Revolution (Whereas clause)
• A bio-film on Jose Rizal to be produced in 1996 (Whereas clause)
