PRESIDENTIAL DECREE No. 58 November 20, 1972

CONSTITUTING THE UNIVERSITY OF THE PHILIPPINES AT LOS BAOS, GRANTING IT FULL AND COMPLETE AUTONOMY, AND AMENDING THE CHARTER OF THE UNIVERSITY OF THE PHILIPPINES

WHEREAS, the Government is strongly committed to the proposition that agricultural and rural development should be achieved as a foundation for industrialization and social and economic progress;

WHEREAS, the entire country has proclaimed a land reform area in order to emancipate tenant farmers from the bondage of landlordism as a prerequisite to the development of a strong and viable economy;

WHEREAS, in order to effectively implement the land reform proclamation, there is an urgent need for a highly competent center of training to turn out the needed manpower, and to undertake relevant research and extension services in agriculture, agrarian reform, agricultural engineering, agribusiness, agricultural credit and cooperatives, forestry and related sciences and technologies;

WHEREAS, the Agrarian Reform Institute now located at the U.P. Diliman can achieve greater strength and effectiveness in technical manpower training...

Presidential Decree No. 58

Establishment of the University of the Philippines System and Granting Autonomy to the University of the Philippines at Los Baños

- Section 1: Authorizes the Board of Regents of the University of the Philippines to establish a University of the Philippines System, including an autonomous University of the Philippines at Los Baños composed of the following units:
• College of Agriculture
• College of Forestry
• Agricultural Credit and Cooperatives Institute
• Dairy Training and Research Institute
• Graduate School
• Agrarian Reform Institute (previously located in U.P. Diliman)
• Other units that may be subsequently created

- Section 2: Directs the Board of Regents to take appropriate steps to ensure that the establishment of the autonomous University of the Philippines at Los Baños aims at the speedy realization of the goals stated in the preamble, which include:
• Achieving agricultural and rural development as a foundation for industrialization and socio-economic progress (Preamble)
• Implementing the land reform proclamation by providing competent training, research, and extension services in agriculture, agrarian reform, agricultural engineering, agribusiness, agricultural credit and cooperatives, forestry, and related sciences and technologies (Preamble)
• Mobilizing and applying academic and technical expertise and physical resources to achieve the purposes of the "New Society" (Preamble)

- Section 3: Specifies the composition of the Board of Regents of the University of the Philippines System, which includes:
• Secretary of Education as Chairman (Section 3a)
• President of the University of the Philippines System as Vice-Chairman (Section 3b)
• Undersecretary of Agriculture (Section 3c)
• Chairman of the Senate Committee on Education (Section 3d)
• Chairman of the House of Committee on Education (Section 3e)
• Chancellors of the member universities of the System (Section 3f)
• President of the U.P. Alumni Association (Section 3g)
• One Regent representing the Student Body (Section 3h)
• Six other Regents appointed by the President of the Philippines, at least four of whom are alumni of the University (Section 3i)

- Section 4: Amends Act No. 1870, as amended, otherwise known as the Charter of the University of the Philippines, accordingly (Section 4)

- Section 5: Repeals, amends, or modifies all Acts, parts of Acts, executive orders, ordinances, rules, and regulations that are inconsistent with the provisions of this decree (Section 5)

- Section 6: Specifies that this decree shall take effect immediately (Section 6)
