- Converts the Don Mariano Marcos Memorial College of Agriculture into the Don Mariano Marcos Memorial State College, located in Bacnotan, La Union. (Section 1)
Objectives and Curricular Offerings
- The College shall provide professional and advanced vocational and technical instruction and training in agriculture, fisheries, forestry, and industrial technologies. (Section 2)
- It shall offer undergraduate and graduate courses in agriculture, fishery, forestry, and industrial technologies as deemed necessary by the Board of Trustees. (Section 3)
- It shall also offer short-term technical or vocational courses within its areas of specialization to meet the needs of the region. (Section 3)
- No student shall be denied admission based on sex, ethnicity, or religious belief or affiliation. (Section 4)
Administration and Governance
- The College shall be headed by a President appointed by the President of the Philippines, with a salary fixed by the Board of Trustees. (Section 5)
- The governing body shall be the Board of Trustees, composed of the Secretary of Education and Culture as Chairman, the Regional Director of the National Economic and Development Authority, the President of the College, and four other distinguished citizens appointed by the President of the Philippines. (Section 6)
- The Board of Trustees shall have various powers and duties, including receiving and appropriating funds, conferring degrees, appointing officials and employees, approving curricula and rules, fixing fees, providing fellowships and scholarships, and receiving donations. (Section 9)
- The Board of Trustees shall submit an annual report to the President of the Philippines. (Section 10)
- There shall be a College Council consisting of the President and faculty members with the rank of professor, responsible for prescribing curricula and rules of discipline. (Section 11)
- The faculty shall be exempt from civil service examinations or regulations as a prerequisite for appointment. (Section 12)
- Faculty members shall not attempt to influence students towards any ideology that preaches the overthrow of the government through violence or subversion, under penalty of dismissal. (Section 13)
- There shall be a Secretary of the College appointed by the Board of Trustees. (Section 14)
- The Treasurer of the Philippines shall be the ex-officio treasurer of the College, and accounts shall be audited by the Commission on Audit. (Section 15)
Transfer of Assets and Personnel
- All assets, records, and personnel of the Don Mariano Marcos Memorial College of Agriculture shall be transferred to the College. (Section 17)
- All government-owned land occupied by the Don Mariano Marcos Memorial College of Agriculture shall be declared the property of the College and titled under its name. (Section 17)
Funding and Implementation
- An appropriation of five million pesos is provided for the establishment, operation, and maintenance of the College, in addition to the current appropriations of the Don Mariano Marcos Memorial College of Agriculture. (Section 18)
- Funds for the maintenance and operation of the College shall be included in the annual General Appropriations decree. (Section 18)
- The Secretary of Education and Culture is directed to take steps for the immediate implementation of this Decree. (Section 19)
- All laws, decrees, executive orders, or regulations contrary to or inconsistent with this Decree are repealed or amended accordingly. (Section 20)
- This Decree shall take effect immediately. (Section 21)

PRESIDENTIAL DECREE No. 615 December 19, 1974
CONVERTING THE DON MARIANO MARCOS MEMORIAL COLLEGE OF AGRICULTURE INTO DON MARIANO MARCOS MEMORIAL STATE COLLEGE, PROVIDING A CHARTER FOR THIS PURPOSE, EXPANDING ITS CURRICULAR OFFERINGS, REDIRECTING ITS OBJECTIVES AND APPROPRIATING FUNDS THEREFOR
WHEREAS, the Constitution directs the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency;
WHEREAS, under Presidential Decree No. 6-A also known as the Educational Development Decree of 1972 promulgated on September 29, 1972, it is the declared policy of the government to reorient the educational system towards economic growth and social development;
WHEREAS, the conversion of the Don Mariano Marcos Memorial College of Agriculture into a State College with a charter of its own, for the purpose of broadening its curricular offering and redirecting its objectives would hasten the development of the region, particularly the provinces of La Union, Pangasinan, Ilocos...
