CONVERTING THE NUEVA VIZCAYA AGRICULTURAL COLLEGE INTO THE NUEVA VIZCAYA STATE INSTITUTE OF TECHNOLOGY, EXPANDING FOR THIS PURPOSE ITS CURRICULAR PROGRAMS IN TECHNOLOGY
WHEREAS, the Constitution of the Philippines directs the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development, and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency:
WHEREAS, under Presidential Decree No. 6-A, promulgated on September 29, 1972, it has been declared a policy to reorient the educational system toward an accelerated national economic growth;
WHEREAS, the conversion of the Nueva Vizcaya Agricultural College into a State Institute of Technology, broadening for this purpose its curricular programs, would serve to achieve the above national goals;

Conversion of Nueva Vizcaya Agricultural College to Nueva Vizcaya State Institute of Technology
• Converts the Nueva Vizcaya Agricultural College into the Nueva Vizcaya State Institute of Technology (Section 1)
• Aims to provide higher vocational, professional, and technical instruction and training in agricultural and industrial fields, promote research, and advance studies in related fields (Section 2)
Curricular Programs and Degrees Offered
• Offers undergraduate courses leading to degrees like Bachelor of Science in Agricultural Education, Agricultural Engineering, Home Technology, Industrial Education, Industrial Arts, and Forestry (Section 3)
• Offers postgraduate courses leading to Master of Science in Agriculture and Agricultural Education (Section 3)
• Offers courses in fresh-water fish culture and other degree/special courses as deemed necessary by the Board of Trustees (Section 3)
Admissions and Non-Discrimination
• No student shall be denied admission based on sex, ethnicity, or religious belief/affiliation (Section 4)
Administration and Governance
• Head of the Institute is the President, appointed by the President of the Philippines (Section 5)
• Governing body is the Board of Trustees, chaired by the Secretary of Education and Culture, with members including government officials and prominent residents of Nueva Vizcaya (Section 6)
• Board of Trustees has powers and duties related to appropriating funds, conferring degrees, appointing personnel, approving curricula, setting fees, providing scholarships, receiving donations, establishing branches, and more (Section 8)
• Institute Council, consisting of the President and faculty members, has power to prescribe curricula and rules of discipline, subject to Board of Trustees' approval (Section 11)
Faculty and Restrictions
• Faculty members shall not attempt to influence students towards ideologies preaching overthrow of government through violence or subversion, under penalty of dismissal (Section 12)
Funding and Resources
• Appropriates 500,000 pesos for carrying out the provisions of the Decree, with future funding to be included in the General Appropriation Act (Section 19)
• Allows transfer of land, buildings, equipment, facilities, obligations, and appropriations from Nueva Vizcaya Agricultural College to the new Institute (Section 18)
• Allows heads of government bureaus and offices to loan or transfer apparatus, equipment, supplies, and detail employees for duty in the Institute (Section 16)
