CONVERTING THE PRESENT REGIONAL NORMAL SCHOOLS AND TEACHERS COLLEGE UNDER THE BUREAU OF PUBLIC SCHOOLS INTO CHARTERED STATE COLLEGES
WHEREAS, the Constitution of the Philippines directs the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development, and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency;
WHEREAS, under Presidential Decree No. 6-A promulgated on September 19, 1972, it has been declared a policy to reorient the educational system toward an accelerated national economic growth;
WHEREAS, the conversion of the Bukidnon Normal School, Cebu Normal College, Leyte Normal School, and Northern Luzon Teachers College into the Bukidnon State College, Cebu State College, Leyte State College, and Northern Luzon State College, respectively, broadening for this purpose its curricular programs, would serve to achieve the above national goals;

SUMMARY
Conversion of Regional Normal Schools and Teachers College into Chartered State Colleges
- Converts the following institutions into state colleges: (Section 1)
• Bukidnon Normal School into Bukidnon State College
• Cebu Normal College into Cebu State College
• Leyte Normal School into Leyte State College
• Northern Luzon Teachers College into Northern Luzon State College
- Authorizes the colleges to offer 4-year and 5-year courses leading to degrees like: (Section 1)
• Bachelor of Science in Elementary Education
• Bachelor of Science in Education
• Bachelor of Science in Home Economics
• Bachelor of Arts
• Bachelor of Science
• Master of Arts in Education
• Master of Arts in Teaching
• Master of Education
• Other degrees in Science, Arts and Letters
- Purpose is to provide professional and technical instruction in elementary, secondary and collegiate education, science, and humanities. (Section 2)
Governance and Administration
- Head of each college is the President, appointed by the President of the Philippines. (Section 3)
- Board of Trustees governs and administers each college. (Section 4)
• Composed of Secretary of Education and Culture (ex-officio Chairman), Director of Higher Education, Presidents of the Colleges, and two prominent citizens appointed by the President.
• Allowance of ₱50 per meeting attended, up to ₱300 per month. (Section 5)
• Powers and duties include: (Section 6)
•• Receive and appropriate funds for the college
•• Confer degrees
•• Appoint Vice-President for Academic Affairs and Development
•• Appoint college staff, fix compensation, grant leave
•• Approve curricula and rules of discipline
•• Fix tuition and other fees
•• Provide fellowships and scholarships
•• Promulgate rules and regulations
•• Receive donations and legacies, exempt from taxes
•• Import duty-free educational commodities
•• Authorize construction and repair of buildings
- College Council prescribes curricula and rules of discipline, subject to Board approval. (Section 8)
• Composed of President, Vice-President, instructors and professors.
• Fixes admission and graduation requirements.
• Recommends degree recipients.
• Exercises disciplinary control over students.
- Faculty consists of instructors and professors, with President as presiding officer. (Section 10)
• No religious test or party loyalty check for appointment.
Exemptions and Appropriations
- Professors, instructors, lecturers and Secretary are exempt from civil service exams and WAPCO. (Section 11)
- Treasurer of the Philippines is ex-officio Treasurer of each college. (Section 12)
- Board Secretary keeps records of the Board. (Section 13)
- President may use schools as training or laboratory schools. (Section 14)
- Present faculty and personnel reappointed, with salary adjustments. (Section 15)
- Present school sites and properties transferred to the colleges. (Section 16)
- ₱4 million appropriated from National Treasury, in addition to existing funds. (Section 18)
- Effective immediately, except additional appropriation effective January 1, 1977. (Section 19)
