Executive Order No. 615

EXECUTIVE ORDER NO. 615 August 18, 1980

CREATING A NATIONAL PRODUCTIVITY COMMISSION

WHEREAS, the goal of raising the living standard of the Filipino workingman and enhancing the viability and competitiveness of Filipino enterprise urgently requires major improvements in national productivity as the key to rising real wages and national economic competitiveness vis-a-vis the whole world;

WHEREAS, it is now essential that the Government launch a national productivity movement that will fully utilize the initiative, participation and cooperation of labor and management, particularly in the industrial sector;

WHEREAS, there is need to gain a better knowledge of the close relationship between productivity and wages and other economic factors and their effects on industrial and agricultural development and the national economy;

WHEREAS, it is necessary to create an agency to actualize a continuing system of research and program development, to initiate actions thereon, and to recognize performance in the field of productivity;

Summary of Executive Order No. 615

Creation of the National Productivity Commission
- The National Productivity Commission is created and attached to the National Economic Development Authority. (Section 1)

Functions of the Commission
- To mobilize labor-management cooperation into a national productivity movement. (Section 2a)
- To undertake continuous study of factors affecting productivity and determine their influence. (Section 2b)
- To formulate policies and programs to increase productivity and implement standardized productivity improvement programs for industry. (Section 2c)
- To undertake and disseminate research and studies for effective development of productivity improvement programs and schemes. (Section 2d)
- To assist employers and workers in understanding the relationship between productivity, wages, and other economic factors, and their effects on particular industries. (Section 2e)

Implementation and Coordination
- The Commission may call upon assistance from any government or private entity. (Section 3)
- It shall establish close coordination with the National Wages Council, the Ministry of Labor and Employment, the Ministry of Industry, and the Ministry of Agriculture. (Section 3)

Composition of the Commission
- Co-Chairmen: Minister of Labor and Employment, and Minister of Industry. (Section 4)
- Members: Minister of Economic Planning, Minister of Agriculture, President of the Development Academy of the Philippines, and two representatives each from workers and employers organizations appointed by the President for a term of three years. (Section 4)

Secretariat and Executive Director
- The Commission shall be assisted by a Secretariat headed by an Executive Director as the Chief Operating Officer. (Section 5)
- The Executive Director shall be appointed by the President upon recommendation of the Commission. (Section 6)
- The Commission shall prescribe the qualifications of the Executive Director. (Section 6)

Personnel and Funding
- The Chairman shall appoint necessary personnel and determine their qualifications and compensations, subject to civil service, compensation, and budgetary laws. (Section 7)
- The Minister of the Budget shall make available adequate funds for the Commission's operational requirements for calendar year 1980. (Section 8)
- Beginning with calendar year 1981, an appropriate yearly fund allotment shall be included in the General Appropriations Act. (Section 8)

Rules and Regulations
- The Commission shall issue appropriate rules and regulations to carry out the provisions of this Executive Order. (Section 9)

Effectivity
- This Executive Order shall take effect immediately. (Section 10)
