CREATING A NUCLEAR POWER STEERING COMMITTEE
WHEREAS, it is the policy of the State to ensure a continuous, adequate and economic supply of energy;
WHEREAS, the need for a stable and reliable energy supply was clearly illustrated by the country's experience of the last five years during which time the bleak energy supply situation caused massive losses in productivity and jobs;
WHEREAS, it is estimated that known world energy resources may not be sufficient to support the progress needed to give the growing population the quality of life it deserves;
WHEREAS, it is estimated that known world energy resources, especially oil and liquid natural gas, may last only up to the first half of the next century, and that other sources such as solar are not foreseen to be major energy contributors in the near future.
WHEREAS, there is a need to abate chemical and particulate emissions into the atmosphere in order to bring about a cleaner environment;

Creation of Nuclear Power Steering Committee
- Provides policies, direction, monitoring, evaluation, and other functions for the Nuclear Power Program of the country. (Sec. 1)
- Chaired by the Secretary of the Department of Energy, with co-chairs from the Department of Science and Technology and the Department of Environment and Natural Resources. (Sec. 1)
- Members include various government agencies and two private sector representatives appointed by the President. (Sec. 1)
- Authorized to create inter-agency subcommittees, hire technical consultants, and request assistance from international bodies. (Sec. 1)
- National Power Corporation (NPC) to provide administrative and secretariat support. (Sec. 1)
Subcommittees
- Siting Study Subcommittee led by NPC to conduct studies on potential nuclear power plant sites nationwide. (Sec. 2)
- Radioactive Waste Management Subcommittee led by Philippine Nuclear Research Institute (PNRI) to study and identify sites for radioactive waste disposal, develop disposal methods, and establish a National Radioactive Waste Management Center. (Sec. 3)
- Nuclear Energy-Related Legislation Subcommittee led by Department of Justice to draft and work for the passage of necessary legislation. (Sec. 4)
- Nuclear Manpower Development Program Subcommittee led by Department of Science and Technology to develop a nuclear manpower development program. (Sec. 5)
- Nuclear Power Public Education and Information Subcommittee led by Department of Education, Culture and Sports to formulate a public education and information program, including training for science teachers and inclusion of nuclear-related subjects in engineering curricula. (Sec. 6)
Research and Development Programs
- PNRI to conduct research and development programs on nuclear safety, including establishing local baseline data on risks of power generating plants, and on various facets of the nuclear fuel cycle, including uranium exploration and nuclear fuel development and fabrication. (Sec. 7)
Feasibility Studies
- NPC to undertake a feasibility study for the construction and operation of the first nuclear power plant and subsequent plants, in line with the Power Development Program. (Sec. 8)
- NPC to conduct feasibility studies to determine the appropriate choice of advanced reactor designs, considering safety, economics, and construction and licensing time. (Sec. 9)
Funding
- Ten Million Pesos (P10,000,000.00) set aside from the Contingency Fund of the Office of the President for initial implementation. (Sec. 10)
- Committee authorized to get supplemental funds from other government agencies and instrumentalities. (Sec. 10)
- Funds for succeeding years to be determined and sourced out by the Committee. (Sec. 10)
Reporting
- Committee to submit an initial report to the Office of the President within six (6) months from the effectivity of the Order, containing action plans, work programs, budgetary requirements, source of funds, necessary legislation, and other matters. (Sec. 11)
- Succeeding reports to be submitted every six (6) months thereafter. (Sec. 11)
