PRESIDENTIAL DECREE No. 281Purpose:
• To create the Pasig River Development Council to oversee the implementation of the Pasig River Development Program.
• To provide the Council with the power to administer the Pasig River Development Program Trust Account.
Background:
• The government aims to protect and transform the human environment for socio-economic development and quality of life.
• The Pasig River is a major determinant of human activities and must be safeguarded for present and future generations.
• Harmful substances, lack of control over waterways, and obstructions have adversely affected the Pasig River.
• An integrated and coordinated approach is needed for the development planning and implementation of the Pasig River.
Composition of the Pasig River Development Council:
• Chaired by the Secretary of the Department of Public Works, Transportation & Communications.
• Members include:
- Secretary of the Department of Tourism
- Director of the Bureau of Public Works
- Commissioner of the Bureau of Public Highways
- Director of the Bureau of Lands
- Flag Officer-in-Command of the Philippine Navy
- Commandant of the Philippine Coast Guard
- Commissioner of the National Water & Air Pollution Control Commission
- Officer in Charge of the Presidential Assistant on Housing & Resettlement Agency
- Director of the Bureau of Cooperatives
- Governor of Rizal Province
- Mayor of the City of Manila
Functions of the Council:
• Provide continuing direction for the integrated development planning of the Pasig River. (Section 4)
• Ensure sustained and coordinated implementation of incentives, police powers, and approved projects for beautification, improvement, and gainful utilization of the Pasig River facilities as promulgated in Presidential Decree 274. (Section 4)
• Work in close association and coordination with the Chairman of the Environment Center of the Philippines to ensure proper ordinal ranking of priorities in undertaking the integrated development of the Pasig River. (Section 5)
• Administer the Trust Fund Account created by the President and embodied in Presidential Decree 274, deposited in the National Treasury to finance the Pasig River Development Program. (Section 5)
• Establish a technical staff to assist in the performance of its functions. (Section 6)
• Avail of the services, including personnel and other necessary resources, of all departments, bureaus, offices, agencies, instrumentalities, and government-owned and controlled corporations as needed. (Section 6)
Effectivity:
• This Decree shall take effect immediately. (Section 7)

CREATING A PASIG RIVER DEVELOPMENT COUNCIL TO OVERSEE THE IMPLEMENTATION OF THE PASIG RIVER DEVELOPMENT PROGRAM AND PROVIDING THE COUNCIL WITH THE POWER TO ADMINISTER THE PASIG RIVER DEVELOPMENT PROGRAM TRUST ACCOUNT
WHEREAS, it is the declared policy of the Government to protect and transform the human environment in order to bring about accelerated socio-economic development as well as the opportunity to enhance the quality of life of the greater number of Filipinos;
WHEREAS, the development plan takes into account the efficient management and optimum utilization of all the natural ecosystems such as the bodies of water that run through and across our lands;
WHEREAS, the Pasig River which is a major determinant of the complex of human activities in the country must be safeguarded for the benefit of the present and future generations of Filipinos through careful planning and management;
