Executive Order No. 358

EXECUTIVE ORDER NO. 358 August 12, 1996

CREATING A PRESIDENTIAL COMMISSION FOR THE RESTORATION, CONSERVATION AND PRESERVATION OF THE VIGAN HERITAGE VILLAGE

WHEREAS, The Medium-Term Philippine Development Plan for 1993-1998 has identified the North Western Luzon Growth Quadrangle (NWLGQ) comprising the provinces of Region I and the Baguio-La Trinidad-Itogon-Sablan-Tuba (BLIST) area in Cordillera Administrative Region (CAR) as a component strategy towards tourism and agri-tourism development;

WHEREAS, an important component of the NWLGQ master plan is the tourism Development Master Plan for Region I which identified the area of Vigan and its adjacent municipalities as major destination called "the Vigan Heritage Village and Tourism Complex" in the North Quad Area;

WHEREAS, the Vigan Heritage Village and tourism Complex is envisioned to be the first of its kind in the country and even in the East Asia vicinity;

Summary of Executive Order No. 358

Creation of the Vigan Heritage Village Commission
- Created under the Office of the President to oversee the restoration, conservation, and preservation of the Vigan Heritage Village. (Section 1)
- Responsible for overall policy direction, coordination, management, and implementation of the Vigan Heritage Village and Tourism Complex development efforts. (Section 1)

Composition of the Commission
- Chaired by the Secretary of Tourism and co-chaired by the Governor of Ilocos Sur Province. (Section 1)
- Members include representatives from various government agencies and three private sector representatives appointed by the President. (Section 1)

Functions of the Commission
- Cause the preparation of the detailed master plan for the Vigan Heritage Village and Tourism Complex. (Section 1a)
- Review and submit the master plan and development program to the President for approval. (Section 1b)
- Provide overall direction and coordination in planning and monitoring all program/project components and development activities. (Section 1c)
- Study and review policy measures on environmental protection, poverty alleviation, eco-tourism, and sustainable development. (Section 1d)
- Encourage support and assistance from government and non-government institutions. (Section 1e)
- Review and endorse the annual budget for the Commission's operations to the Department of Budget and Management. (Section 1f)
- Submit regular quarterly reports to the President on the development of the Vigan Heritage and Tourism Complex. (Section 1g)
- Accept and manage grants, donations, or funds for the project's development. (Section 1h)
- Mobilize private sector participation as the primary actor for the project's development. (Section 1i)
- Conduct advocacy and investment promotion activities. (Section 1j)
- Adopt rules, systems, procedures, and structures to carry out its functions. (Section 1k)

Executive Committee (ExCom)
- Created to supervise the day-to-day operations of the Commission. (Section 2)
- Comprised of not more than one-third of the total Commission membership. (Section 2)
- Actions undertaken by the ExCom shall be confirmed by the Commission. (Section 2)

Technical Working Group
- Created by the Commission or ExCom to serve as the technical secretariat. (Section 3)
- Undertake day-to-day activities of the Vigan Heritage Village Project. (Section 3)
- Headed by an Executive Director appointed by the President. (Section 3)
- Composed of concerned line agencies. (Section 3)
- Secretariat support provided by the Department of Tourism - Region I and the Provincial Development Staff. (Section 3)

Funding
- For 1996 operations, TWO MILLION Pesos (P2,000,000.00) shall be drawn from the President's Contingent Fund, the funds of DOT, and Local Provincial and Municipal Government units. (Section 4)
- Appropriate funds for succeeding years shall be incorporated in the budget proposal under the Office of the President. (Section 4)

Revocation and Effectivity
- All executive issuances, orders, rules, and regulations inconsistent with this Executive Order are revoked or modified accordingly. (Section 5)
- This Executive Order shall take effect immediately. (Section 6)
