CREATING A PRESIDENTIAL COMMISSION TO PLAN FOR AND DEVELOP A GROWTH CORRIDOR FROM THE NATIONAL CAPITAL REGION TO THE PROVINCES OF RIZAL, LAGUNA AND QUEZON (METRO MANILA-RIZAL-LAGUNA-QUEZON OR MARINDUQUE GROWTH AREA)
WHEREAS, there is a need to fast-track the implementation of programs and projects to facilitate the development of the area from the National Capital Region to the Provinces of Rizal, Laguna and Quezon to decongest Metro Manila and provide a growth link between Metro Manila the provinces of Rizal, Laguna and Quezon; and,
WHEREAS, toward the integrated and harmonized development of the Metro Manila-Rizal-Laguna-Quezon or MARILAQUE Growth Area, there is a need to rationalize existing activities in these areas as well as to involve other government and non-government entities in the development efforts to achieve complementation of land use for these areas and the maximization of government's limited resources.

Creation of Presidential Commission
• Creates a Presidential Commission to Plan for and Develop a Growth Corridor from the National Capital Region to the Provinces of Rizal, Laguna and Quezon (MARILAQUE Growth Area). (Sec. 1)
• Responsible for orchestration and coordination of development efforts for the MARILAQUE growth area. (Sec. 1)
Composition of the Commission
• Chaired by the Chairman, Housing and Urban Development Coordinating Council. (Sec. 2)
• Co-chaired by Secretary Renato De Villa as Cabinet Officer for Regional Development for Region IV. (Sec. 2)
• Members include representatives from various government agencies and local government executives. (Sec. 2)
• Three representatives from the private sector/non-government organizations appointed by the President. (Sec. 2)
Functions and Responsibilities of the Commission
• Prepare an inventory of existing and proposed land use plans, programs and projects in the MARILAQUE area. (Sec. 3a)
• Review existing development plans for Lungsod Silangan. (Sec. 3b)
• Identify potential growth areas to spur development of the growth corridor. (Sec. 3c)
• Prepare an integrated development plan for the identified growth area, including agro-industry, housing, tourism, environment, natural resources and other investment activities. (Sec. 3d)
• Adopt a process of maximum consultation with local government units and interest groups. (Sec. 3e)
• Ensure fast-tracked implementation of the Integrated Development Plan. (Sec. 3f)
• Identify sources of funds, both local and foreign, for implementation of development programs and projects. (Sec. 3g)
• Act as the central coordinating body and issue-resolution body for the growth corridor and growth area. (Sec. 3h)
• Recommend necessary ordinances and measures to the appropriate Sanggunians. (Sec. 3i)
Secretariat Support
• The Commission shall be assisted by a full-time Secretariat headed by an Executive Director appointed by the President. (Sec. 4)
Funding
• Funding for 1994 and 1995 shall come from the President's Contingent Fund. (Sec. 5)
• Appropriations for succeeding years shall be incorporated in the budget of the Office of the President. (Sec. 5)
• Expenditures related to Lungsod Silangan shall be sourced from the unobligated portion of the interest earnings of the Human Settlements Development Corporation-Kilusang Kabuhayan at Kaunlaran-Processing Center Authority Trust Fund. (Sec. 5)
Repealing Clause
• All existing Presidential Orders and Directives covering Metro Manila and the Provinces of Rizal, Laguna and Quezon shall remain in effect, except for portions inconsistent with this order. (Sec. 6)
Effectivity
• This Executive Order shall take effect immediately. (Sec. 7)
