CREATING A PRESIDENTIAL COMMITTEE FOR THE CONSERVATION OF THE TAMARAW, DEFINING ITS POWERS AND FOR OTHER PURPOSES
By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, hereby order and direct the following:
Pursuant to the declared policy of the state to conserve the Tamaraw as a source of national pride being the only species of its kind in the world, and in order to strengthen present government programs for the conservation of the Tamaraw, there is hereby created a Presidential Committee for the Conservation of the Tamaraw which shall be composed of the following:

Assemblyman Luis Yulo Member
Assistant Director Jesus Alvarez, Jr. Member
The Committee shall exercise the following functions and powers:
a. Recommend to the President policies to be adopted with regard to the protection of the Tamaraw;
b. Initiate programs and projects as may be necessary for the conservation and protection...

Creation of the Presidential Committee for the Conservation of the Tamaraw
- Established to conserve the Tamaraw, the only species of its kind in the world, and strengthen government programs for its conservation. (Preamble)
Composition of the Committee
- Chairman: Minister Manuel Elizalde, Jr.
- Members: Assemblyman Luis Yulo, Assistant Director Jesus Alvarez, Jr. (Section 1)
Functions and Powers of the Committee
- Recommend policies to the President for the protection of the Tamaraw. (Section 2a)
- Initiate and coordinate programs and projects for the conservation and protection of the Tamaraw. (Section 2b)
- Prescribe rules, regulations, and measures for implementing plans and policies for the conservation of the Tamaraw. (Section 2c)
- Coordinate programs, including delineation and fencing of areas within the Tamaraw habitat for establishing gene pools or captive herds to ensure the Tamaraw's survival. Gene pools may be established in other appropriate places as determined by the President. (Section 2d, 2e)
- Solicit and accept donations from domestic and international sources to support its activities. (Section 2f)
- Initiate programs and activities to encourage private sector participation in conservation efforts. (Section 2g)
- Enter into contracts necessary for attaining its purposes. (Section 2h)
- Call on government agencies, offices, instrumentalities, local governments, and the Armed Forces of the Philippines for assistance in performing its functions and powers. (Section 2i)
- Undertake activities to promote the Tamaraw and its habitat as a tourist attraction. (Section 2j)
- Encourage, support, coordinate, and undertake scientific studies and researches concerning the Tamaraw and publish such studies as deemed appropriate. (Section 2k)
- Perform all necessary functions and transact all business conducive to attaining the Committee's purposes and objectives. (Section 2l)
Implementation
- Authorized to organize and establish a Technical staff composed of qualified personnel, hire experts and consultants, enlist government officials and employees, and tap into the services of national minorities within the Tamaraw reservations through PANAMIN. (Section 3)
- Authorized to draw funding requirements from available funds of the Office of the Presidential Assistant on National Minorities and other participating government agencies and offices. (Section 4)
- Required to report regularly to the President on the progress of its activities. (Section 5)
