EXECUTIVE ORDER NO. 661 March 12, 1981

CREATING A TASK FORCE ON THE ACCELERATED BLISS DEVELOPMENT OF THE TONDO FORESHORE

WHEREAS, the Tondo Foreshore, historically the largest and most depressed slum community in the country, is the venue of the first integrated and comprehensive slum improvement and resettlement project of the government and serves as the model for the nationwide Slum Improvement and Resettlement Program;

WHEREAS, the slum improvement and resettlement program in the Tondo Foreshore has provided the framework and the foundation for the development of the community to be pursued to final completion, thereby achieving the establishment of a human settlement as conceptualized under the Bagong Lipunan Sites and Services (BLISS) Program;

WHEREAS, the slum improvement and resettlement program has improved the quality of life of beneficiary families in the Tondo Foreshore, but the blight and slum-live appearance of the community have continued to undermine the significance of the developmental effort of the government in the area;

Summary of Executive Order No. 661

Creation of Task Force on Accelerated BLISS Development of Tondo Foreshore
- Task Force headed by Minister of Human Settlements with members from various ministries (Sec. 1)
- Functions of Task Force:
  • Pursue accelerated development of Tondo Foreshore into a human settlement under BLISS Program (Sec. 2a)
  • Determine and provide funds for housing material, construction loans, and other projects (Sec. 2b)
  • Resolve land issues and award land titles to beneficiaries (Sec. 2c)
  • Promote community participation and involvement (Sec. 2d)
  • Implement expanded livelihood program (Sec. 2e)
  • Complete ongoing works and construct major infrastructure (Sec. 2f)
  • Determine and construct special projects like Metro Manila Commission Center (Sec. 2g)
  • Establish design and standards for housing and infrastructure redevelopment (Sec. 2h)
  • Submit periodic reports to the President (Sec. 2i)

National Housing Authority as Lead Agency (Sec. 3)
- Expand Tondo Foreshore Development Project Office
- Detail technical personnel from other agencies

Private Sector Involvement (Sec. 4)
- Solicit assistance from private individuals with expertise
- Develop design and standards for housing construction and renovation

Support from Government Agencies (Sec. 5)
  • Bureau of Lands: Titling, land issues resolution
  • Technology Resource Center: Design and implement livelihood program
  • Development Bank of the Philippines: Housing material and construction loans
  • National Housing Corporation: Production of standard housing components

Infrastructure Development (Sec. 6-8)
  • Ministry of Public Highways: Construct major roads (R-10, C-2), reclaim areas for Metro Manila Commission Center
  • Metropolitan Waterworks and Sewerage System: Complete water system for adequate household supply
  • Metropolitan Manila Commission: Identify and develop site for offices and related agencies

Vitas Tondo Foreshore Development (Sec. 9)
- Reclaimed area to be developed as commercial/industrial estate by National Housing Authority

Exemption from Public Bidding (Sec. 10)
- Task Force exempted from public bidding requirements
- Authorized to enter into negotiated contracts with prequalified contractors and suppliers

Funding (Sec. 11)
- P5 Million from Special Activities Fund for initial administrative and operational activities
- Ministry of Budget to identify and allocate funds required for development program
- Ensure funding for project components in yearly budget of responsible agencies

Immediate Effect (Sec. 12)
- Executive Order takes effect immediately
