EXECUTIVE ORDER No. 551 July 26, 2006
CREATING A TASK FORCE ON THE REPATRIATION OF OVERSEAS FILIPINO WORKERS (OFWs) FROM LEBANON
WHEREAS, the continued conflict in Southern Lebanon has placed in danger the lives of our Overseas Filipino Workers (OFWs) in Lebanon;
WHEREAS, while all preparations and evacuation plans are in place and have been going on smoothly, there is need to intensify the coordination in preparation for a worse case scenario;
WHEREAS, there is need to enlist in this effort the assistance not only of government agencies, but other foreign governments and international relief organizations as well;
NOW, THEREFORE, I GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by the law, do hereby order:
SECTION 1. Task Force. - There is hereby created a Task Force on the Repatriation of OFWs from Lebanon (Task Force) composed of the following:

Creation of Task Force on Repatriation of OFWs from Lebanon
- Section 1: Task Force is created composed of:
    - Chair: Vice President of the Philippines
    - Vice Chair: Secretary of Foreign Affairs
    - Co-Vice Chair: Secretary of Labor and Employment
    - Members: Executive Secretary, Secretaries of Health, Budget and Management, Social Welfare and Development, and Press Secretary
Powers and Functions of the Task Force
- Section 2:
    - Coordinate planning and implementation of repatriation of OFWs from conflict areas in Southern Lebanon. (2a)
    - Coordinate with other governments and international organizations for assistance. (2b)
    - Ensure availability of resources (airplanes, vessels, vehicles, funds) for repatriation. (2c)
    - Involve Philippine posts near conflict areas in repatriation efforts. (2d)
    - Assist repatriated OFWs through POEA for possible re-deployment. (2e)
    - Assist arriving OFWs needing de-stress and medical attention through DSWD and DOH. (2f)
Support from Other Agencies
- Section 3: Task Force may enlist support from POEA, OWWA, Office of the Presidential Middle East Preparedness Committee, Office of the Special Envoy to the Gulf Cooperation Council, and the Commission on Filipino Overseas.
Secretariat
- Section 4: DFA and DOLE shall jointly provide technical and administrative support.
Budget
- Section 5: P1,000,000,000 is made available, with P500,000,000 from OWWA funds and P500,000,000 from funds identified by DBM, subject to accounting and auditing rules.
Repealing Clause
- Section 6: Inconsistent executive issuances, rules and regulations are revoked, amended or modified.
Effectivity
