CREATING AN AD HOC SPECIAL COMMITTEE TO SUPERVISE THE LIQUIDATION OF THE AFFAIRS OF THE CONSTITUTIONAL COMMISSION OF 1986, PRESERVATION OF ITS RECORDS, AND TO UNDERTAKE ITS CONSTITUTION EDUCATION CAMPAIGN
WHEREAS, the Constitutional Commission of 1986 shall approve the final draft of the Constitution on October 15, 1986;
WHEREAS, there is an imperative need to create an Ad Hoc Special Committee which will wind up and liquidate the affairs of the Constitutional Commission, take steps to ensure that the valuable records, documents, papers and memorabilia of the said Commission are preserved, and assist in the Constitution Education Campaign.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. There is hereby created an Ad Hoc Special Committee composed of the President of the Constitutional Commission of 1986, as Chairman, its Vice- President and the Chairman of its Committee on Budget and Personnel, as members.

Creation of an Ad Hoc Special Committee
- An Ad Hoc Special Committee is created, composed of the President, Vice-President, and Chairman of the Committee on Budget and Personnel of the Constitutional Commission of 1986. (Section 1)
- The Committee is tasked with winding up and liquidating the affairs of the Constitutional Commission of 1986, preserving its records, documents, papers, and memorabilia. (Section 2)
Powers and Duties of the Committee
- The Committee shall disburse funds from the appropriation for the Constitutional Commission necessary for its operation. (Section 3)
- The Committee can appoint and fix the compensation of personnel from the Constitutional Commission as needed. (Section 3)
- The Committee shall perform duties related to the work of the Constitutional Commission until December 15, 1986. (Section 3)
- The Committee is authorized to undertake a Constitution Education Campaign, in collaboration with other government agencies. (Section 4)
- The Committee can disburse funds from the remaining balance of the Twenty Million appropriation given to the Constitutional Commission and other allocated funds for the Education Campaign. (Section 4)
- The funds can cover allowances of Commissioners, resource persons, secretariat personnel involved in the campaign, transportation, and other incidental expenses. (Section 4)
- The Chairman of the Committee is authorized to sign checks and other documents for disbursement of funds. (Section 5)
