EXECUTIVE ORDER NO. 154 March 30, 1987
CREATING AN AWARD TO BE KNOWN AS THE "AWARD OF THE FEBRUARY 1986 REVOLUTION RIBBON" AND PROVIDING FOR THE GRANT THEREOF
WHEREAS, the peaceful February 1986 revolution brought about the restoration of democracy in the Philippines;
WHEREAS, that democracy had to be defended in the process of moving form a government that had taken power in the name and by the will of the Filipino people on the basis of the people's mandate on February 7, 1986 to the government established under the Freedom Constitution and later to the government under the 1987 Constitution;
WHEREAS, in the restoration of democracy and the defense of that democracy, the uniformed members of the Armed Forces of the Philippines (AFP) and the Integrated National Police (INP) played a significant part;
WHEREAS, there is a need to recognize such patriotic acts of the uniformed members of the Armed Forces of the Philippines (AFP) and the Integrated National Police (INP);

Creating an Award To Be Known as the "Award of the February 1986 Revolution Ribbon" and Providing For the Grant Thereof
Executive Order No. 154
Award of the February 1986 Revolution Ribbon
• Creation of the Award (Section 1)
- An award called the "Award of the February 1986 Revolution Ribbon" is created.
- The award is a rectangular frame measuring 1 5/8 inches in length and 5/8 of an inch in width, bordered by sampaguita flowers.
- The ribbon has a light blue background with a yellow stripe on the dexter flank and a green stripe on the sinister flank, each measuring 1/4 of an inch.
• Eligibility and Purpose (Section 2)
- The award is bestowed upon all uniformed members of the Armed Forces of the Philippines (AFP) and the Integrated National Police (INP) who were in active service from February 22, 1986, to February 11, 1987.
- It recognizes their exceptional fidelity to the nation for their participation in the peaceful four-day February 1986 Revolution and their efforts to bring security and stability to the Philippine Government established under the Freedom Constitution promulgated on March 25, 1986.
• Wearing of the Ribbon (Section 3)
- The Ribbon shall be worn above the right breast pocket of the service uniform coat or blouse.
- It shall be placed to the left of any Philippine Republic Presidential Unit Citation Badge/Ribbon previously received by the awardees.
• Regulations on Awards and Decorations (Section 4)
- Existing AFP and INP Regulations on Awards and Decorations shall be amended to include the Award herein created.
• Announcement and Publication (Section 5)
- The grant of the Award shall be announced and published in General Orders by the Chief of Staff of the AFP, Major Service Commanders, and the Director General of the INP, as appropriate.
• Effective Date (Section 6)
- This Executive Order shall take effect immediately.
