Summary of Executive Order No. 97

Creation of Inter-Agency Committee on Technological Information Pilot System (TIPS):
- An Inter-Agency Committee on Technological Information Pilot System (TIPS) is created as the government counterpart agency for the United Nations Financing System for Science and Technology for Development (UNFSSTD)'s Technological Information Pilot System (TIPS), a global network designed to promote technology transfer, and technical and economic cooperation among developing countries. (Sec. 1)
- The Committee is composed of the following members: (Sec. 1)
    - Minister, Ministry of Foreign Affairs (Chairman)
    - Minister, Ministry of Transportation and Communications
    - Minister, Ministry of Trade and Industry
    - Director-General, National Economic and Development Authority
    - Director-General, National Science and Technology Authority
    - Two members appointed by the President from other government ministries or agencies.

Functions of the Inter-Agency Committee:
- Coordinate with UNFSSTD/UNDP on all TIPS matters. (Sec. 2a)
- Monitor and oversee all TIPS activities in the Philippines. (Sec. 2b)
- Formulate guidelines on the effective and efficient implementation of TIPS in the Philippines, considering national economic and development policies. (Sec. 2c)
- Perform other functions related to TIPS as authorized by the President. (Sec. 2d)

Secretariat and Funding:
- The Committee shall be assisted by a Secretariat headed by an Executive Director appointed by the Chairman. (Sec. 3)
- The Executive Director shall administer the funds of the Committee in accordance with government accounting and auditing rules and regulations. (Sec. 3)
- The Secretariat may be staffed from personnel on part-time or full-detail of the member agencies and other related agencies. (Sec. 3)
- The Ministry of Foreign Affairs and/or the National Science and Technology Authority shall provide the necessary funds for the Committee. (Sec. 4)

Implementation:
- The Inter-Agency Committee shall issue necessary rules and regulations for the implementation of this Executive Order. (Sec. 5)
- All laws, orders, issuances, and rules and regulations inconsistent with this Executive Order are repealed or modified accordingly. (Sec. 6)
- This Executive Order takes effect immediately. (Sec. 7)

EXECUTIVE ORDER NO. 97 December 18, 1986 CREATING AN INTER-AGENCY COMMITTEE ON TECHNOLOGICAL INFORMATION PILOT SYSTEM (TIPS), AND FOR OTHER PURPOSES WHEREAS, the United Nations Financing System for Science and Technology for Development (UNFSSTD) has established a Technological Information Pilot System (TIPS), a global network designed to promote technology transfer, and technical and economic cooperation among developing countries; WHEREAS, the participation of the Philippines in the global information system necessitates the creation of an Inter-Agency Committee; NOW, THEREFORE, I CORAZON C. AQUINO, President of the Philippines, do, hereby order: Sec. 1. There is hereby created an Inter-Agency Committee on Technological Information Pilot System (TIPS), otherwise known as the government counterpart agency, to be composed of the following members: Minister, Ministry of Foreign Affairs - Chairman Minister, Ministry of Transportation and Communications - Member Minister, Ministry of Trade and Industry - Member Director-General, National Economic and Development Authority - Member Director-General, National Science and Technology Authority - Member Two (2) members to be appointed by the President from other government ministries or agencies.
