EXECUTIVE ORDER NO. 139 November 28, 1993

CREATING THE KABATAAN: 2000 STEERING COMMITTEE THE ACTION OFFICERS COMMITTEE AND THE REGIONAL STEERING COMMITTEE IN IMPLEMENTATION OF THE YEAR-ROUND YOUTH WORK PROGRAM, KABATAAN: 2000 AND FOR OTHER PURPOSES

WHEREAS, there is a need to implement a year-round program for the youth, which will make the youth contribute directly to the government's Vision of Philippines: 2000;

WHEREAS, the 1993 President's Summer Youth Work Program (PSYWP) implementation was a success, considering that 90,000 youths from all over the country benefited directly from the program;

WHEREAS, the PSYWP should be expanded to a year-round program in order to involve more youths in the implementation of community building projects, which contributes to the economic pump-priming program of the government;

WHEREAS, the attainment of the people empowerment objective of the government requires the active involvement of the youth, which comprises 68% of the country's population, as driving force for advocacy and for attaining economic and political stability;

Creation of Committees:
- Kabataan: 2000 Steering Committee (Sec. 1.1)
• Chaired by Secretary of Labor and Employment, with members from various government agencies.
• Oversees implementation and success of the Program (Sec. 2.1).
- Kabataan: 2000 Action Officers Committee (Sec. 1.2)
• Chaired by representative from DOLE, with members from various government agencies.
• Formulates guidelines, reviews implementation, prepares reports (Sec. 2.2).
- Kabataan: 2000 Regional Steering Committee (Sec. 1.3)
• Chaired by Regional Director of DOLE, with members from regional offices of government agencies.
• Supervises regional implementation, seeks local support, prepares reports (Sec. 2.3).

Program Secretariat (Sec. 3):
• Chief Executive Officer of Presidential Council for Youth Affairs (PCYA) to provide secretariat.
• Provides technical and administrative support.
• CEO of PCYA acts as Overall Program Coordinator.

Program Components (Sec. 4):
1. President's Youth Work Program (PYWP)
• Year-round implementation of President's Summer Youth Work Program.
• Eight components:
    a. Government Internship Program (GIP) - Initiates youth into public service (Sec. 4.1a).
    b. Work Appreciation Program (WAP) - Develops work ethics among students (Sec. 4.1b).
    c. Special Program for Employment of Students (SPES) - Helps poor students pursue education (Sec. 4.1c).
    d. Program on Literacy cum Livelihood, Culture, Arts (PLLCA) - Empowers youth with knowledge and skills (Sec. 4.1d).
    e. Immersion and Outreach Program (IOP) - Instills community service and volunteerism (Sec. 4.1e).
    f. Health Outreach Program (HOP) - Promotes health awareness (Sec. 4.1f).
    g. Youth and Infrastructure Development (YID) - Trains youth in infrastructure programs (Sec. 4.1g).
    h. Tourism Training and Appreciation Program (TTAP) - Increases knowledge of history and heritage (Sec. 4.1h).
2. Weekend Youth Brigades (WYB)
• Low-cost weekend youth programs by government agencies and local government units (Sec. 4.2).
• Involves youth in community building projects during weekends.

Funding (Sec. 5):
• Lead agencies to realign 1993 and 1994 budgets for implementation expenses.
• Department of Budget and Management to facilitate realignment.
• PCYA to have yearly appropriation of P2,000,000.00 for operational expenses.

Repealing Clause and Effectivity (Sec. 6 & 7):
• Repeals or modifies inconsistent orders, rules, regulations.
• Takes effect immediately.
