Creating the National Information Council

- Establishes the National Information Council (NIC) to formulate and implement national policies, plans, programs and guidelines that will promote the development and use of information systems and computer technology in the country.
- The NIC shall be composed of the following:
    - The Minister of the Budget as Chairman
    - The Minister of Science and Technology as Vice-Chairman
    - The Minister of National Defense
    - The Minister of Education, Culture and Sports
    - The Minister of Transportation and Communications
    - The Minister of Trade and Industry
    - The Minister of Agriculture
    - The Minister of Natural Resources
    - The Minister of Public Works and Highways
    - The Minister of Labor and Employment
    - The Minister of Health
    - The Minister of Local Government
    - The Minister of Human Settlements
    - The Minister of Energy
    - The Minister of Environment and Natural Resources

- The NIC shall have the following functions and responsibilities:
    - Formulate and implement national policies, plans, programs and guidelines that will promote the development and use of information systems and computer technology in the country. (Section 1)
    - Coordinate and monitor all government activities involving data processing, telecommunications and computer technology. (Section 1)
    - Establish standards, guidelines and regulations for the acquisition, installation and operation of information processing and computer communication facilities and equipment by all government agencies and instrumentalities. (Section 1)
    - Promote the development of computer software and systems suited to the needs and requirements of the country. (Section 1)
    - Encourage and support scientific research and development in the field of information technology. (Section 1)
    - Promote the development of skilled manpower in computer technology and related fields. (Section 1)
    - Coordinate and monitor all government activities involving data processing, telecommunications and computer technology. (Section 1)

- The NIC shall have an Executive Committee composed of the Minister of the Budget as Chairman, the Minister of Science and Technology as Vice-Chairman, and the Ministers of National Defense, Education, Culture and Sports, Transportation and Communications, Trade and Industry, and Agriculture as members. (Section 2)
- The NIC shall have a Technical Committee composed of the heads of the computer/information services of the Ministries represented in the Council. (Section 3)
- The NIC shall have a Secretariat to be headed by an Executive Director and assisted by a Deputy Executive Director and staff to be appointed by the President upon recommendation of the Minister of the Budget. (Section 4)
- All government agencies and instrumentalities are hereby directed to coordinate with and seek the assistance of the NIC in the planning, development and implementation of their respective information systems and computer technology programs and projects. (Section 5)
- The NIC shall submit an annual report to the President on the status of information systems and computer technology development in the country. (Section 6)
- The amount necessary to carry out the provisions of this Executive Order shall be included in the annual General Appropriations Act. (Section 7)
