EXECUTIVE ORDER NO. 203 September 27, 1994
CREATING THE OVERSIGHT AND EXECUTIVE COMMITTEES FOR THE NATIONAL GOVERNMENTS MAJOR SOCIAL REFORM AGENDA
WHEREAS, in line with the overall objective of national unity, the Executive Branch spearheaded the formulation of major national agenda to set the framework and direction for the efforts of all sectors of Philippine society;
WHEREAS, these major national agenda were formed with the active participation of the legislative branch, the private sector and non-government organizations;
WHEREAS, there are three existing major agenda of the national government, specifically: the Social Pact for Empowered Economic Development (SPEED); the results of the consultations of the National Unification Commission; and, the Social Reform Agenda;
WHEREAS, there are separate oversight, coordinating and monitoring mechanisms to ensure that various government and sectoral commitments that have been incorporated in each of the agenda are implemented and accomplished;

Creating the Oversight and Executive Committees For the National Governments Major Social Reform Agenda
Executive Order No. 203
Summary of Executive Order No. 203
Organizational Mechanisms (Section 1):
• Oversight Committee: Legislative-Executive Development Advisory Council
- Oversee, coordinate, and integrate the three major national agenda (Social Pact, National Unification Commission results, and Social Reform Agenda). (Sec. 1.1)
- Review and approve a master plan to integrate the three agenda. (Sec. 1.1.b)
- Determine necessary policies and interventions for successful implementation. (Sec. 1.1.c)
• Executive Committee: Social Reform Agenda Council
- Coordinate with government agencies and non-government sectors for effective implementation. (Sec. 1.2.a.1)
- Draw up supplementary agreements and implementing guidelines. (Sec. 1.2.a.2)
- Review and resolve issues related to the three agenda. (Sec. 1.2.a.3)
- Monitor and evaluate the implementation of commitments. (Sec. 1.2.a.4)
- Formulate a Master Plan to integrate the three agenda, for approval by the Oversight Committee. (Sec. 1.2.a.5)
- Ensure compliance by all departments/agencies with the commitments. (Sec. 1.2.a.6)
- Submit regular integrated accomplishment reports to the Oversight Committee. (Sec. 1.2.a.7)
- Perform other functions as directed by the Oversight Committee. (Sec. 1.2.a.8)
- Chaired by the President, with the Secretary of Agrarian Reform as Vice-Chairman and Lead Convenor. (Sec. 1.2.b)
- Includes 9 Agency Flagship Champions and representatives from various sectors. (Sec. 1.2.b)
• Secretariat Support: Office of the Presidential Adviser on the Peace Process (Sec. 1.3)
Responsible Agencies (Section 2):
• Concerned departments and agencies with sectoral or functional responsibility shall implement the commitments under the three agenda.
Schedule of Meetings (Section 3):
• The Executive Committee shall meet at least once a month, or as often as necessary.
Funding (Section 4):
• The Executive Committee shall be appropriated an amount jointly determined and recommended by the Secretaries of Agrarian Reform and Budget and Management, and the Office of the Presidential Adviser on the Peace Process, to be approved by the President, sourced from the President's Contingent Fund.
Repealing Clause (Section 5):
• Repeals or modifies Administrative Order No. 73 dated 08 September 1993, and all inconsistent orders, issuances, rules, and regulations.
Effectivity (Section 6):
• This Executive Order shall take effect immediately.
