Executive Order No. 795

EXECUTIVE ORDER NO. 795 May 3, 1982

CREATING THE PHILIPPINE COMMISSION FOR THE INTERNATIONAL YOUTH YEAR AND DEFINING ITS POWERS AND FUNCTIONS

WHEREAS, the United Nations has declared 1985 as International Youth Year, by virtue of UN General Assembly Resolution No. 34/151;

WHEREAS, the Philippines, as member of the United Nations and with its commitment to the development of the youth, must participate in the celebration of the International Youth Year;

WHEREAS, there is a need to create a commission which shall administer, implement, coordinate all activities related to the celebration of the International Youth Year in this country; and

WHEREAS, the commission is envisioned to mobilize all available resources and tap support agencies for the effective implementation of its functions:

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by Presidential Decree No. 1416, as amended, hereby order and ordain:

Sec. 1. The Philippine Commission for the International Youth Year. There is hereby created a Commission to be known as...

Creation of the Philippine Commission for the International Youth Year

- Section 1: Creates the Philippine Commission for the International Youth Year, attached to the Office of the President for direction and coordination. (Sec. 1)
- Section 2: Composition of the Commission, headed by the Chairman of the Kabataang Barangay (KB), with representatives from various ministries as members. (Sec. 2)
- Section 3: Functions of the Commission:
    1. Set guidelines for proposed program of activities for the 1985 International Youth Year celebration. (Sec. 3.1)
    2. Plan and coordinate all activities for the 1985 celebration. (Sec. 3.2)
    3. Supervise the implementation of all plans and programs for the celebration. (Sec. 3.3)
    4. Receive and disburse all allocated funds for the Commission. (Sec. 3.4)
    5. Have custody of all files and records pertaining to the International Youth Year, and tap the assistance of the private sector. (Sec. 3.5)
    6. Undertake evaluation of all activities related to the celebration. (Sec. 3.6)
    7. Represent the Philippines to the United Nations Commission for the International Youth Year. (Sec. 3.7)
    8. Perform other functions necessary for the successful implementation of its programs. (Sec. 3.8)
- Section 4: Powers of the Commission:
    1. Promulgate, implement and enforce policies regarding the International Youth Year. (Sec. 4.1)
    2. Identify requirements of the Commission and work for their fulfillment. (Sec. 4.2)
    3. Review, coordinate, integrate and approve resolutions, rules, regulations, and decisions promulgated by various committees. (Sec. 4.3)
    4. Appoint members to committees formed by the Commission. (Sec. 4.4)
    5. Promulgate rules and regulations for policy implementation. (Sec. 4.5)
    6. Grant allowances and per diems or fix salaries of officials and staff employed, in accordance with existing laws and regulations. (Sec. 4.6)
- Section 5: The Ministry of the Budget, subject to the President's approval, is directed to set aside and release funds from the Special Activities Funds of the President to carry out the purposes of this Order. (Sec. 5)
- Section 6: The Commission shall constitute itself immediately and exist for five (5) years from the issuance of this Order, unless earlier abolished by the President. (Sec. 6)
- Section 7: This Executive Order shall take effect immediately. (Sec. 7)
