EXECUTIVE ORDER NO. 82 December 8, 1986
CREATING THE PRESIDENTIAL COMMITTEE FOR THE URBAN POOR
WHEREAS, to focus the government effort to alleviate the plight of the urban poor, there is a need to establish a government agency which shall serve as a direct link of the urban poor to the government in policy formulation and program implementation addressed to their needs;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. There is hereby created the Presidential Committee for the Urban Poor under the Office of the President. It shall be headed by a Chairman and four (4) members, to be appointed by the President of the Philippines. The Chairman and the members shall serve at the pleasure of the President.
Sec. 2. The Presidential Committee for the Urban Poor shall have the following functions and responsibilities;
(a) To coordinate the speedy implementation of government policies and programs for the urban poor;

Creation of the Presidential Committee for the Urban Poor
- Established under the Office of the President (Sec. 1)
- Headed by a Chairman and four members appointed by the President (Sec. 1)
Functions and Responsibilities of the Committee:
- Coordinate implementation of government policies and programs for the urban poor (Sec. 2a)
- Set up consultative mechanism for dialogue with urban poor on planning and evaluation (Sec. 2b)
- Accredit legitimate urban poor organizations for representation (Sec. 2c)
- Review existing legislation, policies, and programs related to urban poor and recommend actions (Sec. 2d)
- Evaluate shelter-related projects in squatter and resettlement areas and recommend actions (Sec. 2e)
- Coordinate activities and services rendered by different government organizations for urban poor (Sec. 2f)
- Plan and monitor programs and projects for urban poor community development (Sec. 2g)
- Request assistance from any government ministry, bureau, office, or agency (Sec. 2h)
- Facilitate funding for urban poor programs and projects from foreign and domestic sources (Sec. 2i)
- Perform other functions authorized by the President (Sec. 2j)
Powers and Duties of the Chairman:
- Chief executive officer of the Committee (Sec. 3)
- Direct and supervise operations and internal affairs (Sec. 3a)
- Establish organizational structure and staffing pattern (Sec. 3b)
- Appoint necessary administrative and subordinate personnel (Sec. 3c)
- Suspend, dismiss, or discipline employees, and approve appointments, transfers, or details (Sec. 3d)
- Approve and submit annual and supplemental budgets (Sec. 3e)
- Perform other functions authorized by the President (Sec. 3f)
Funding:
- Initial sum of FIVE MILLION PESOS (P5,000,000.00) authorized from the National Treasury (Sec. 4)
- Subsequent funding for operations to be included in the annual General Appropriations Act (Sec. 4)
Effectivity:
- Executive Order takes effect immediately (Sec. 5)
