EXECUTIVE ORDER NO. 274 July 25, 1987
CREATING THE PRESIDENTIAL COUNCIL FOR YOUTH AFFAIRS AND FOR OTHER PURPOSES
WHEREAS, it is State policy, under Section 13, Article II of the 1987 Constitution that "The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs."
WHEREAS, in pursuance of the aforesaid policy, there is a need to establish an office which shall serve as a direct link of the youth to the government in policy and programs formulation and implementation addressed to their needs,
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. There is hereby created the Presidential Council for Youth Affairs, hereinafter referred to as the Council, under the Office of the President.

Executive Order No. 274
Summary of Executive Order No. 274
Creation of the Presidential Council for Youth Affairs
- Established under the Office of the President to serve as a direct link between the youth and the government (Sec. 1)
- Composed of a Chairman and four members appointed by the President (Sec. 2)
- Members must be 21-30 years old, of good moral character, not convicted of crimes involving moral turpitude, and have held leadership positions in youth organizations (Sec. 2)
Functions and Responsibilities of the Council (Sec. 3)
- Recommend youth development projects and programs to the President
- Communicate and consult with government departments on youth-related matters
- Set up a consultative mechanism for dialogue between the government and youth sector
- Conduct research and studies on youth-related matters
- Participate in and implement international youth functions and programs
- Review existing legislation, policies, and programs related to youth and recommend actions
- Request assistance and recommendations from government agencies
- Establish organizational structure and staffing patterns, subject to the President's approval
- Appoint, suspend, dismiss, or discipline personnel, subject to existing laws and regulations
- Approve and submit reports, accomplishments, and budgets to the President
- Perform other functions authorized by the President
Chief Executive Officer (Sec. 4)
- Appointed by the President upon the Council's recommendation
- Implements the Council's policies, programs, and decisions
- Supervises the Council's operations and internal affairs
- Attends to the Council's administrative and technical needs
- Maintains the Council's organizational structure and staffing patterns
- Provides periodic reports and recommends resource allocations
- Recommends the Council's annual and supplemental budgets
- Performs other functions authorized by the Council
Abolition and Transfer of Existing Offices (Sec. 5)
- Kabataang Barangay National Secretariat, Youth Development Affairs, and Secretariat on Youth Affairs are abolished
- A committee chaired by the Council Chairman will oversee the winding up of the Kabataang Barangay National Secretariat
- Appropriations, funds, properties, assets, records, equipment, and personnel of the Youth Development Affairs and Secretariat on Youth Affairs are transferred to the Council
- Functions, assets, properties, records, and equipment of the defunct Philippine Commission on International Youth Year are transferred to the Council
- Transferred funds shall be used for the Council's current operating expenses
Repealing and Effectivity Clauses (Sec. 6-7)
- Inconsistent laws, orders, issuances, rules, and regulations are repealed or modified
- The Executive Order takes effect immediately
