EXECUTIVE ORDER No. 413 March 7, 2005
DECLARING AND DELINEATING THE NICANOR ZABALA PORT ZONE UNDER THE ADMINISTRATIVE JURISDICTION OF THE PHILIPPINES PORTS AUTHORITY
WHEREAS, the port of Roxas is one of the busiest ports in the country more particularly in the province of Palawan;
WHEREAS, there is an urgent need to accelerate the development of a seaport in Sitio Inindianan, Barangay Nicanor Zabala, Roxas, Palawan which will serve as a hub of a sea borne commerce and trade in Northern Palawan, the gateway to other municipalities, cities, provinces and other countries and to accommodate projected increases in port traffic and program the development of the port facilities to support the increasing demands of the shipping trade within the region;
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Summary of Executive Order No. 413
Declaring and Delineating the Nicanor Zabala Port Zone
- Expands the territorial jurisdiction of the Port of Nicanor Zabala in Sitio Inindian, Barangay Nicanor Zabala, Municipality of Roxas, Province of Palawan. (Section 1)
- Provides the specific geographic coordinates and area of 28,180,803.35 square meters covered by the port zone. (Section 1)
- Places the Nicanor Zabala Port Zone under the administrative jurisdiction of the Philippine Ports Authority. (Section 2)
- Mandates the Philippine Ports Authority to implement a program for the proper zoning, planning, development, and utilization of the port, consistent with the regional industrial plans of the government. (Section 2)
- Repeals, amends, or modifies any orders, proclamations, and issuances inconsistent with this Executive Order. (Section 3)
- Takes effect immediately upon issuance. (Section 4)
