EXECUTIVE ORDER NO. 444 January 9, 1991
DESIGNATING THE CHAIRMEN OF THE PEACE AND ORDER COUNCILS OF PROVINCES, CITIES AND MUNICIPALITIES AND THE REGIONAL GOVERNOR OF THE AUTONOMOUS REGION IN MUSLIM MINDANAO AS CHIEF ACTION OFFICERS FOR THE EFFECTIVE IMPLEMENTATION OF THE CONTINGENCY MEASURES FOR THE MIDDLE EAST CRISIS
WHEREAS, it is imperative to mobilize the resources of all Government agencies and instrumentalities for the purpose of responding to the contingencies brought about by the Middle East conflict;
WHEREAS, Provincial Governors and City/Municipal Mayors are the primary links of the National Government with the people at the grassroots level;
NOW, THEREFORE, I, CORAZON, C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order;
Sec. 1. All Provincial Governors and City/Municipal Mayors, in their capacities as Chairman of the Peace and Order Councils of Provinces, Cities and Municipalities, and the Regional Governor of the Autonomous Region in Muslim Mindanao (ARMM) are hereby designated as Chief Action Officers for the effective implementation...

Designation of Chief Action Officers for Middle East Crisis Contingency Measures
- Provincial Governors, City/Municipal Mayors, and Regional Governor of ARMM are designated as Chief Action Officers for implementing contingency measures during the Middle East crisis. (Sec. 1)
Functions and Responsibilities of Chief Action Officers
- Implement allocation and rationing of fuel supplies based on Energy Operations Board guidelines. (Sec. 1.1)
- Secure warehouses, depots, and transport facilities for fuel and food supplies. (Sec. 1.2)
- Apprehend, investigate, and prosecute hoarders, profiteers, price manipulators, and violators of laws related to fuel and food supply, trading, and distribution. (Sec. 1.3)
- Assist in implementing price control rules and regulations, and enforce administrative penalties for violations. (Sec. 1.4)
- Organize joint government-civilian task forces to assist in implementing contingency measures. (Sec. 1.5)
- Perform other necessary functions and responsibilities as directed by the President. (Sec. 1.6)
Cooperation and Support from Government Agencies
- All government agencies, particularly DILG, PNP, DTI, DND, AFP, DA, DOJ, NBI, and Energy Operations Board, are directed to provide full support and cooperation to the Chief Action Officers. (Sec. 2)
Effectivity
- This Executive Order takes effect immediately. (Sec. 3)
