Proclamation No. 609
DESIGNATING THE PERIOD FROM SEPTEMBER FOURTEENTH TO OCTOBER FIFTEENTH, NINETEEN HUNDRED AND FORTY, AS THE PERIOD FOR THE JOINT CITIZENSHIP FUND CAMPAIGN OF THE BOY SCOUTS AND GIRL SCOUTS OF THE PHILIPPINES.
Whereas, in recognition of the splendid accomplishments of the Boy Scouts in character development and in promoting the moral and physical welfare of the Filipino youth, the National Assembly, on October 31, 1936, enacted Commonwealth Act No. 111, creating a public corporation to be known as the Boy Scouts of the Philippines. The altruistic purposes of the organization are enumerated in section 3 of that law which reads as follows: "The purpose of this corporation shall be to promote, through organization and cooperation with other agencies, the ability of boys to do things for themselves and others, to train them in scout-craft, and to teach them patriotism, courage, self-reliance, and kindred virtues, using the methods which are now in common use by boy scouts."

Proclamation Designating September 14 to October 15, 1940 as the Joint Citizenship Fund Campaign Period for Boy Scouts and Girl Scouts of the Philippines
Background:
- Commonwealth Act No. 111 (1936) created the Boy Scouts of the Philippines to promote character development and moral/physical welfare of Filipino youth. (Section 3)
- Commonwealth Act No. 542 (1940) created the Girl Scouts of the Philippines to help girls aged 7-18 realize ideals of womanhood and prepare for responsibilities in home/community service. (Section 3)
Provisions:
- Designates September 14 to October 15, 1940 as the period for an intensive campaign to raise funds for the Boy Scouts and Girl Scouts of the Philippines.
- The funds are needed to provide adequate administrative offices and carry out activities in health, citizenship training, and other necessary instruction for thousands of boys and girls enrolled in these organizations.
- Calls upon all citizens and residents of the Philippines to assist and support this campaign to ensure these organizations have adequate funds to vigorously prosecute their work throughout the nation.
