EXECUTIVE ORDER NO. 383 December 5, 1989
DIRECTING EMERGENCY MEASURES TO PREVENT EXCESSIVE INCREASES IN PRICES OF CERTAIN PRIME COMMODITIES IN THE NATIONAL CAPITAL REGION
WHEREAS, the rebellion has triggered temporary unreasonable increases in the prices of certain prime commodities in the National Capital Region as a result of speculation, profiteering, hoarding and other activities calculated to take advantage of the situation resulting in an artificial shortage of supply of said commodities;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby direct the Secretary of the Department of Trade and Industry to impose price ceilings on certain commodities in the National Capital Region and to take such measures as may be appropriate to ensure the availability of, and reasonable prices of, said commodities.
The prime commodities and their respective price ceilings are hereby set as follows:

Imposition of Price Ceilings on Prime Commodities in the National Capital Region
- To prevent excessive price increases due to speculation, profiteering, hoarding, and other activities taking advantage of the rebellion situation.
- Price ceilings set for the following prime commodities:
• Rice (Section 1): NFA - P7.00/kilo, Regular Milled - P8.00/kilo, Well-Milled - P9.00/kilo.
• Canned Liquid Milk (Section 2): Sweetened Filled Milk - P12.75/395 grams, Evaporated Filled Milk - P10.30/397 grams.
• Powdered Filled Milk (Section 3): P13.70/180 grams, P15.25/200 grams.
• Sugar (Section 4): Refined (With VAT) - P14.80/kilo, Brown (VAT Exempt) - P10.80/kilo.
• Dressed Chicken (Section 5): P55.00/kilo.
• Pork Liempo (Section 6): P56.00/kilo.
• Hard Flour (Section 7): P240.00/25 kg. sack.
• Kerosene (Section 8): P4.96/liter.
• Liquefied Petroleum Gas (Section 9): 1 kg. (pick-up) - P88.10, 1 kg. (delivered) - P91.10, 22 kg. (pick-up) - P176.30, 22 kg. (delivered) - P178.90, 45 kg. (pick-up) - P360.60, 45 kg. (delivered) - P365.95, 50 kg. (pick-up) - P400.65, 50 kg. (delivered) - P406.55.
Authority to Review, Adjust or Revise Price Ceilings
- The Secretary of the Department of Trade and Industry is authorized to review, adjust or revise the price ceilings or the prime commodities covered, subject to approval.
Implementation and Enforcement
- The Department of Trade and Industry is directed to implement the Executive Order, impose penalties under Executive Order No. 913, Series of 1983, and institute criminal and civil prosecutions under applicable laws.
- The Department of Trade and Industry is authorized to mobilize and deputize all government agencies, local governments, Philippine Constabulary/Integrated National Police, and other law enforcement agencies to strictly implement the Executive Order.
Effectivity
- The Executive Order shall take effect immediately upon publication in a newspaper of general circulation and shall remain in effect until December 31, 1989.AIC Grande Tower Garnet Road
